Deploying the 9-day campaign to enrich and clean up the National Land Database
In Dinh Cong ward, Hanoi City, the campaign takes place from September 1 to November 30, 2025, with specific goals such as collecting, digitizing and updating data on land use right certificates and house ownership rights.
Chairman of Dinh Cong Ward People's Committee Nguyen Tuan Anh said that the campaign is not only an administrative task but also a political responsibility, contributing to building a transparent data platform to better serve the people.
The People's Committee of Dinh Cong Ward has established a campaign Steering Committee, clearly assigning tasks to each department. Working groups go directly to the grassroots, coordinate with residential groups to instruct people to prepare documents including copies or photos of land use right certificates (red books), citizen identification cards of owners.
The collection, scan and entry of data are carried out according to a strict process, ensuring accuracy and confidentiality. Residential group leaders play a core role in propagating and mobilizing people to fully participate.

The People's Committee of Dinh Cong Ward calls on all people to actively participate in the campaign by: Prepare complete documents according to instructions; Coordinate with residential groups and working groups in the process of information authentication; Timely reflect difficulties for support.
The People's Committee of Dinh Cong Ward has announced the decision to reorganize the Security and Order Protection Team after the merger. 69 protection teams were established, each team has 3 - 5 members, closely coordinating with the ward police and organizations in maintaining security, while supporting the implementation of the land data campaign.
Ms. Nguyen Thi Thu Ha, an administrative officer of Hong Ha ward, said that since July 1, a large number of citizens have come to do land procedures. During the implementation of their tasks, the biggest problem for ward officials and civil servants is that the land database is not enough and not connected, so the search for information is still slow.
"Therefore, we really hope that the data base will soon be synchronized to best serve the people," said Ms. Ha.
Collecting and digitizing data for red books
The Ministry of Agriculture and Environment and the Ministry of Public Security have just issued Plan 151 on the implementation of the enrichment and cleaning campaign for the national land database.
The implementation content will focus on completing the existing land database to ensure "correct - sufficient - clean - safe", including building technical guidance materials, professional processes on collecting, updating, editing, supplementing information on land registers and implementing local government at 2 levels; reviewing and classifying land data that has been built before (about 49.7 million plots of land at 2,342/3,321 commune-level units).
Mr. Mai Van Phan - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment) said that in the current context, when organizing the arrangement of the 2-level local government organization model, specific tasks on land are transferred to communes, wards, and special zones.
This requires a database, so that localities have full tools for managing and handling administrative procedures for people and businesses in the electronic environment.
"The scale and tasks have been clearly defined in the campaign. That is the entire land database that has been built through the periods; collecting and digitizing to create data for certificates (land, housing) issued through the periods but has not been built or created a database.
To achieve those goals and requirements, we have identified 4 groups of contents that need to be carried out: The first group will complete the existing land database; the second group, build land and housing data for places that have been granted certificates but have not been built, create a database; the third group is synchronous, connect, share a unified and shared land database; the fourth group, manage and operate online land and public services" - Mr. Phan said.
