Thanh Hoa - The school project area that is about to be forced to be demolished is located on the city's "golden land" with a prime location and an area of tens of thousands of square meters.

On May 17, 2004, Thanh Hoa Provincial People's Committee issued Decision No. 1506/QD-UBND assigning 40,387m2 of land in Dong Huong commune (now Dong Huong ward), Thanh Hoa city to Tay Do Company Limited to implement Thanh Hoa Primary and Secondary School Project.

This is the first large-scale private school project in Thanh Hoa with an initial total investment of over 200 billion VND, built in a modern architectural style, expected to be an international standard school in the region. However, this project has been "stillborn" for many years, abandoned, causing many buildings to deteriorate.

In 2018, the Thanh Hoa Provincial Department of Enforcement issued Decision No. 1 to enforce the judgment on the entire construction project of Thanh Hoa Private Primary and Secondary School of Tay Do Company Limited to pay the debt obligation to the Vietnam Development Bank - Thanh Hoa Branch with an amount of more than 109 billion VND.

Because Tay Do Company Limited did not voluntarily execute the judgment, the Thanh Hoa Provincial Department of Enforcement hired a unit with the function of appraising the property (valuing it at over VND 268 billion at the time of appraisal in April 2019) and auctioning it. After 15 price reductions and 19 auctions, on March 7, 2024, the property was successfully auctioned via online auction.

The winning bidder was Phuc Thinh General Service Trading Investment Company Limited, with a bid of over VND88 billion. The Thanh Hoa Provincial THADS Department signed a sales contract and Phuc Thinh General Service Trading Investment Company Limited paid the full amount to win the auction.

On May 16, 2024, the Department of THADS notified Tay Do Company Limited and 34 organizations and individuals to move out of the above project area to hand over the property to the auction winner. After the notice period, these organizations and individuals did not voluntarily move, so the Department of THADS of the province has developed a plan for enforcement. The expected time for enforcement is December 16.
