In order to meet the housing needs of students studying at colleges and universities in Hanoi, in September 2009, the Hanoi People's Committee issued a decision approving the Phap Van - Tu Hiep dormitory construction project, Hoang Liet ward, Hoang Mai district.
The project is built on an area of 40,000m2 with a total investment of nearly 1,500 billion VND, then increased to 1,900 billion VND, including 6 apartment buildings (A1 to A6) with 19 floors, expected to accommodate thousands of students when put into operation. However, after many years, this dormitory has not attracted students to live there.

Although located in a very convenient location for traffic, after nearly 15 years of construction, only 3 buildings A1, A5 and A6 (each building has about 180 rooms, the largest room is 42m2), of the 6 apartment buildings mentioned above have been put into use.
According to the reporter of Lao Dong Newspaper, the A4 building has not been built due to land clearance. The remaining buildings including A2 and A3 have only completed the rough construction. The reason for this situation is that the dormitory is located too far from universities, the means of transportation are not convenient, so it cannot attract students to live there. Along with that, the rental price and living service fees in the area are quite high, so many students have needs but do not have enough funding.
Due to desertification, incomplete interior and investment in equipment, the apartment buildings are currently deteriorating over time. Currently, the city is planning to turn these buildings into social housing for rent to serve the housing needs of many people.

According to the records, many areas are abandoned and overgrown with grass. However, a part of the area is still being used for construction machinery. Although the house is abandoned, there are still costs such as security, electricity, water, sanitation, etc. According to Mr. Bui Van Nhuan, security guards at the house have 6 people taking turns taking care of it every day, but are often late in salary.
It is known that to avoid the situation of abandoned houses causing waste, in the housing development plan for the period 2021-2025, the Hanoi People's Committee is strategically converting the function of these buildings into social housing for rent.
Accordingly, Hanoi City plans to spend more than 220 billion VND to complete and adjust items of houses A2, A3, A4 to effectively exploit these buildings, avoiding wasting land and financial resources while the demand of people who want to have a place to live at a reasonable price to stabilize their lives is very large.
However, the representative of Hoang Mai District People's Committee said that up to this point, Hoang Mai District People's Committee has not received any notice of renovation or repair of the dormitory from the investor as well as the authorities. To implement the city's policy, the Hanoi Department of Construction is currently gradually studying a plan to renovate the dormitory area to suit the functions and living needs of the people.
Regarding this issue, Mr. Do Van Thach - a member of the Hanoi Real Estate Club (HNREA) said that this is a correct policy, in line with the demand for low-cost housing rental of many people. Therefore, solutions are needed soon to speed up the repair and completion of the remaining construction items.
Related agencies need to have a plan to exploit and use the above works effectively, end the abandonment situation, and at the same time meet the housing needs of the people, said Mr. Thach.
