According to the People's Committee of Can Tho City, implementing the Project "Investing in the construction of trade union institutions in industrial parks and export processing zones" approved by the Prime Minister in Decision No. 655 dated May 12, 2017 and Decision No. 1729 dated November 4, 2020, 3 localities including Can Tho, Soc Trang, and the old Hau Giang have mobilized all resources to implement, seriously and effectively implement the assigned social housing targets (NOXH). As a result, in the period of 2021 - 2024, the total number of completed apartments in the 3 localities reached 2,252 units.
According to Decision No. 444/QD-TTg, the total number of social housing units in Can Tho City after the merger in 2025 and the following years until 2030 allocated is 16,900 units (combined mechanical data of the 3 localities of Can Tho, Soc Trang, Hau Giang). Of which, by 2025, 1,397 units need to be completed. However, it is expected that up to this point, the city will only have about 474 units, equivalent to 34%, lacking 923 units.
According to the actual review, the projects being implemented in the city include An Phu Ecocity Social Housing Apartment Building (completed with 176 apartments), Dai Thanh Ward Social Housing Area (completed with 98 apartments), Housing project for workers operating Song Hau 1 Thermal Power Plant (completed with 100 apartments), Nam Long 2 Social Housing Apartment Area (meeting the conditions for selling social housing formed in the future with 683 apartments), Hong Loan 5C Social Housing Apartment Area ( begun with 420 apartments) and Trade Union Institution Area in An Nghiep Industrial Park ( begun with 1,050 apartments). This is the basis for the Department of Construction to advise the People's Committee of Can Tho City to report to the Ministry of Construction to record the social housing targets to be completed in 2025.
To achieve these goals, the Department of Construction of Can Tho City recommends that investors focus on implementing drastically, speeding up construction progress, and closely monitoring the construction process to ensure construction quality, comply with labor safety, fire prevention and fighting and current construction standards. Ensure the completion of assigned targets, while striving to exceed the set targets.
Investors must also conduct monthly progress reports, proactively propose solutions to remove difficulties and obstacles for the Department to synthesize and report to competent authorities for consideration and resolution.
In addition, the Department of Construction requires investors to comply with regulations on selling, leasing, leasing, and purchasing social housing according to Decree 100/2024/ND-CP, and are only allowed to do business when they meet legal requirements and have measures to prevent speculation, price inflation, different fee collection or sign contracts outside of regulations. When buying, renting, or leasing social housing, people only have to pay according to the announced price, without incurring any additional costs.
The Department of Construction emphasized that the serious implementation of the above contents will contribute to the completion of social housing targets in Can Tho City. In case of arising difficulties and problems, investors must report in writing for the City People's Committee to consider and handle according to current regulations.
Previously (August 16), at the National Conference to review the implementation of social housing development targets for the first 7 months of 2025 and deploy the plan for the last 5 months of the year chaired by Prime Minister Pham Minh Chinh, Chairman of the People's Committee of Can Tho City Tran Van Lau asked to admit his shortcomings to the Prime Minister and Deputy Prime Minister for not completing the total number of social housing apartments expected to be completed in 2025.
Can Tho proposes to extend the implementation period to the first and second quarters of 2026 to complete 1,397 apartments according to the assigned targets for 2025. In 2026 alone, the city will be assigned 1,897 more units, plus the remaining 923 units in 2025, bringing the total to 2,820 units to be completed in 2026.
According to the plan, in 2025, Can Tho City will start construction of 3 social housing projects. In the coming time, the city will review all projects that have been planned and have investors to speed up the implementation progress.
Recently, the Housing project in the Trade Union Institution Area in An Nghiep Industrial Park has officially started construction with a scale of about 1,050 apartments. This is the first social housing project in the old Soc Trang area and the 10th project of the new Can Tho City. When completed, the project will provide accommodation for about 2,100 - 2,500 workers, contributing to solving the urgent need for housing and improving workers' lives.
