On August 16 in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets for the first 7 months of 2025 and the implementation plan for the last 5 months of 2025.
At the conference, Chairman of Can Tho City People's Committee Tran Van Lau said that according to Decision No. 444 of the Prime Minister, the total number of social housing units in Can Tho after the merger in 2025 and the following years until 2030 will be allocated is 16,900. This is a combined data of the 3 localities.
Of which, in 2025 alone, Can Tho will be allocated 1,397 social housing units. Up to this point, according to the report of the Ministry of Construction, there are no houses.
The number of apartments currently in Can Tho has started construction and is basically completed, only the roof has not been completed, so it is not counted as completed, according to the report of the Ministry of Construction, which is 374 apartments. Through the local review, it is expected that from now until the end of the year, 100 more apartments will be completed.
Thus, the total number of apartments to be completed in 2025 is 474. Compared to the target of 1,397 units allocated, there is a shortage of 923 units that are not yet completed in 2025. Can Tho would like to admit its shortcomings with the Prime Minister and Deputy Prime Minister.
Can Tho City would like to complete 1,397 units in the first and second quarters of 2026 according to the assigned targets for 2025.
In 2026 alone, Can Tho City was allocated 1,897 apartments plus 923 apartments in 2025 that were not completed. Thus, a total of 2,820 units will be completed in 2026.
Currently, Can Tho City has given strong instructions and has many products. In 2025, 3 projects will start construction. One project started construction in May 2025 and two projects will start construction (one project will start construction on the 80th anniversary of August8; one project will start construction in the first quarter of 2025). Thus, in 2025 alone, 3 projects will start construction.
In the coming time, Can Tho will review all projects that have been planned and have investors.
After merging provinces and cities, many investors have researched and researched, proposing to establish social housing projects. Thus, the direction of implementing social housing projects in the coming time is very feasible and attractive because the current demand for social housing in Can Tho is quite large.

Meanwhile, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha said that according to the Government's project, by 2030, the city will be allocated nearly 200,000 social housing units in three localities: Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong.
Ho Chi Minh City has divided it into two phases. The first phase is the 2021-2025 period, with a target of nearly 20,000 units. In the 2026-2030 period, the target is about 200,000 units.
Regarding implementation results, since the beginning of the term, Ho Chi Minh City has invested in the construction and completion of more than 5,000 social housing units. The housing development target for 2025 assigned by the Prime Minister to the new city is about 13,000 units. The target to date has not been achieved as reported by the Ministry of Construction.
Currently, the city is constructing 15 projects with a scale of more than 16,000 apartments. To prepare housing for the following years in order to strive to achieve the target according to the Prime Minister's direction, it is expected that in the near future, Ho Chi Minh City will prepare 1,000 hectares and will meet the demand of 200,000 units for the period 2030.
The projects that are being focused on to date have about 120 projects with nearly 60,000 apartments: There are 24 projects with 25,000 apartments that have started construction in 2025; 23 projects have been approved for investment with a scale of more than 24,000 apartments; 10 land plots expected to be invested in social housing subject to the armed forces about 3,500 apartments; 9 land plots directly managed by the state are expected to select investors according to Resolution 201 of the National Assembly with an expected scale of nearly 5,000 apartments.
