Creating highlights on housing development
On June 27, 2025, the People's Committee of Ninh Binh province issued Decision No. 714/QD-UBND approving the Social Housing Construction Investment Project in Ninh Khanh ward, Hoa Lu city (now Hoa Lu ward). The "golden land" area for project implementation is located right on Van Hanh Street with an area of over 5 hectares. The project is invested by Ninh Binh Development Investment Fund.
The project has a total investment of VND 1,976.45 billion. Of which, the construction cost is 1,442 billion VND; the compensation and site clearance cost is 66.128 billion VND and other related costs. The project aims to build social housing to serve people in need of housing, creating a favorable and convenient living environment, meeting the criteria for urban development and upgrading. Develop land funds to serve beneficiaries of social housing support policies inside and outside the area according to the provisions of law.
At the same time, form a synchronous high-rise apartment complex in terms of architecture, technical infrastructure and social infrastructure towards green development, energy-saving use, sustainable development. Along with that, creating a highlight for housing development through concretizing approved planning, creating housing and social infrastructure opportunities for people and other investors, contributing to creating a transparent real estate environment.
The first social housing project in Ninh Binh has a hanging garden
Mr. Nguyen Huu Thach - Director of Ninh Binh Development Investment Fund - said that the project is built with 2 housing areas including social housing areas and commercial housing areas. For the social housing area, there are 6 blocks of 16 floors (1 basement, 15 upper floors).
The commercial housing area has 17 floors (2 basements, 15 upper floors). On the first floor alone, there are 28 Shophouses, from the 2nd to the 12th floor, each floor has 24 apartments. A special feature is that from the 13th to the 15th floors, each floor has 20 apartments and 2 hanging gardens.
The progress of the entire project is from 2025 to 2030. From the fourth quarter of 2025 to the fourth quarter of 2027, phase 1 will start construction, deploy the construction of the entire technical infrastructure of the project, build and put into use 3 blocks of social housing apartments. From the fourth quarter of 2026 to the fourth quarter of 2028, phase 2 will start construction with the remaining 3 social housing blocks. From the first quarter of 2929 to the fourth quarter of 2030, phase 3 will start construction, building a commercial housing block with 6 hanging gardens, and at the same time, the entire project will be completed and put into operation.
"The project has just started on August 19, we are currently focusing on implementing bidding procedures for construction packages to ensure the set progress. After completion, the project will provide 1,250 social housing units and 352 commercial houses with full traffic systems, trees, playgrounds, parking lots and other technical infrastructure. The project's operating period is 50 years from the date of the decision approving the project investment policy" - Mr. Thach said.
