According to Plan No. 35 of the Party Committee and People's Committee of Can Tho City, the city identifies social housing development as one of the important tasks to concretize the guidelines of the Central Government and the City Party Committee on ensuring social security and sustainable urban development.
Accordingly, the city strives to complete the target of building 16,900 social housing units by 2030 according to the target assigned by the Prime Minister for the period 2021–2030 and the Resolution of the Can Tho City Party Congress for the term 2025–2030.

In which, in the 2026 - 2030 period alone, the city sets a target to complete 13,250 social housing units. Specifically, 3,000 units will be completed in 2026; 2,800 units will be completed in 2027; 2,250 units will be completed in 2028; 2,500 units will be completed in 2029 and 2,700 units will be completed in 2030.
According to Mr. Huynh Ngoc Nha - Deputy Secretary of the Party Committee of Can Tho City People's Committee, to achieve the set goals, the city will focus on implementing many key tasks and solutions.
First of all, it is to strengthen the leadership and direction of Party committees at all levels in social housing development; concretize the Party and State's guidelines and policies on social housing development in accordance with the practical conditions of the city. At the same time, promote the implementation of projects according to schedule and quality with the spirit of "only discussing doing, not discussing retreating".


Heads of levels and sectors must focus on leading and directing the allocation of land funds, planning management and investment attraction to implement social housing projects in accordance with planning; and proactively remove difficulties, especially in compensation and site clearance work.
In addition, Can Tho City will promote propaganda to raise awareness and create social consensus on social housing development. At the same time, disseminate preferential credit policies so that low-income people and workers can easily access loans to buy or rent-purchase social housing through the Social Policy Bank.
Another important task is to improve the quality of planning and land use plans. Accordingly, when planning urban areas and industrial parks, the city must allocate sufficient land fund to build social housing, ensure synchronous technical infrastructure and social infrastructure such as transportation, health, education, and create a stable living environment for people.

At the same time, the city also focuses on attracting investment and mobilizing social resources to participate in building social housing. The State will invest in technical infrastructure to the project boundaries, and at the same time have policies to support credit and incentives for investors according to the provisions of law.
Notably, Can Tho City will promote administrative procedure reform, putting social housing projects into the "green channel", "priority channel" group, and simultaneously implementing related procedures to minimize the time for appraisal, project approval, land allocation and construction permits.
Along with that, functional agencies will strengthen inspection and supervision of project implementation progress, promptly handle and recover slow-progress projects, and at the same time ensure the management and use of social housing for the right subjects according to regulations.
