The Department of Justice of Cao Bang province has just announced the auction of the right to receive the conversion of Notary Office No. 1 into a Notary Office with a starting price of more than 185.7 million VND.
According to the notice, the asset put up for auction is the right to receive the conversion of Notary Office No. 1 under the Department of Justice of Cao Bang province into a Notary Office, with a starting price of 185,788,274 VND.
The right to receive conversion does not include land use rights, headquarters, equipment, working vehicles and other assets owned by the State that the unit is managing and using.
The auction winner must pay taxes, fees and related expenses themselves according to regulations.
Notary Office No. 1 was established in 1991, headquartered at 060 Pho Cu, Thuc Phan ward. In the period 2023-2025, the unit has carried out 2,662 notarization of contracts, transactions and translations; certified 98,973 copies and 651 signature certifications.
The total amount collected is more than 1.85 billion VND, of which more than 557 million VND is paid to the State budget.
After 35 years of operation, the unit currently stores more than 22,000 contract, transaction and certification records along with hundreds of notarized and certified books.
The conversion is carried out according to the Project of the Department of Justice approved by the People's Committee of Cao Bang province.

The auction winner is entitled to establish a Notary Office from the conversion and selection of the location of the headquarters in Thuc Phan ward and is responsible for inheriting all rights and obligations in notarization activities, and at the same time receiving all notarization dossiers of Notary Office No. 1.
The auction is organized in the form of direct voting at the auction session, the bidding method is upwards with a price step of 5 million VND.
Participants must meet the conditions according to the provisions of the 2024 Law on Notarization, including at least two nominal notaries, notaries expected to be the Head of the Notary Office must have a practicing period of 2 years or more and not belong to the cases restricted by law.
The time to sell and receive dossiers is from June 24 to 5:00 PM on July 7, 2026 at the Property Auction Service Center under the Cao Bang Provincial Department of Justice. The purchase fee for dossiers is 100,000 VND, and the deposit is 37 million VND.
The auction is scheduled to take place at 8:00 AM on July 10, 2026 at the Property Auction Service Center, No. 029 Be Van Dan Street, Thuc Phan Ward, Cao Bang Province.
