Lao Dong Newspaper has just informed: "A package of the North - South expressway project received many recommendations after winning the bid".
Accordingly, on May 27, 2025, Mr. Le Minh Nam, Deputy Director of Project Management Board 2 (Ministry of Construction) signed a decision approving the results of the online contractor selection of the TB01 package: Procurement and installation of equipment for the ITS, ETC and KTTTX systems (including construction drawing design). This is one of the packages of the North - South expressway project.
As a result, the consortium of ETC Technology System Joint Stock Company - Elcom Technology - Telecommunications Joint Stock Company was the only contractor to pass the technical assessment step and won the bid with a price of 99.764 billion VND (estimated price of 102.051 billion VND); the package implementation period is 6 months, the warranty period is 24 months.
The 5 contractors were eliminated all for the same reason: not meeting technical requirements. Immediately after the winning bid results, in addition to Viettel, many other contractors sent petitions.
Tri Nam Group Joint Stock Company recommends as follows:
"We have received Decision No. KQ2500076848_2505271049 dated May 27, 2025 from the Director of Project Management Board 2 on approving the online contractor selection results of package TB01 and the Report on evaluating the Online Bidding Documents for the Commodity Procurement package dated May 19, 2025 from ITS Technology and Application Development Joint Stock Company.
According to the content of the KQ2500076848 decision and the online bid evaluation report for the above-mentioned bidding package, the TN-Cyradar joint venture has not been chosen to win the bid with the reason stated: "E-HSDT does not meet the technical requirements of E-HSMT".
In Table No. 4, Section 4 - the results of the technical assessment of the Assessment Report are somewhat noted with the following content:
"Some devices that are bid-greeting contractors have technical specifications that do not meet the technical requirements of E-HSMT. Some devices are bid by the contractor with specifications that meet the technical requirements of E-HSMT, but the contractor does not provide documents proving the specifications of the goods that the contractor greets the bid. KQ2500076848 and a report on the bids via the online bids that you have published.
To have a basis for comparing and fully clarifying the evaluation contents from the Board, our contractor consortium requests the Board to provide a full copy of Appendix V (detailed technical evaluation content) with the document of the Online Bidding Application Report for the above package".
It is known that after the investor responded to Tri Nam's petition, this unit continued to have opinions and affirmed that the investor's results were inappropriate. This contractor even strongly stated in the document as follows:
In case the bidding Party continues to deliberately use inpersistent and unclear measures to eliminate us, we affirm that we will resolutely take the necessary legal steps to make direct recommendations to higher authorities, request timely consideration and intervention to protect our legitimate rights and interests.
Talking to Lao Dong Newspaper, a representative of Tri Nam Group said that the investor has not yet responded to the second petition to the unit.
Along with Tri Nam, Tien Phong Technology Joint Stock Company also gave the following written comments:
On May 28, 2025, the Inviting Party posted the Contractor Selection Results (KQLCNT) and the online bidding document assessment report for the goods procurement package (E-HSDT Appraisal Report) of the package on the National Bidding Network https://muasamcong.mpi.gov.vn
In the E-HSDT assessment report, in Clause a, Section 4, the technical assessment results of the Tien Phong Technology Joint Stock Company's contractor's technical results are assessed as "915.392 points - Not achieved".
Specifically, the note reads:
“Some devices are bidding contractors with specifications that do not meet the technical requirements of EHSMT. Some devices are bid by the contractor with specifications to meet the technical requirements of E-HSMT, but the contractor does not provide documents proving the specifications of the goods that the contractor greets the bid.
However, in the I-HSDT evaluation report, the E-HSDT evaluation report does not show details of the content of Appendix III. In order to ensure the transparency in the process of selecting contractors, this unit proposed the bid solicitor to post detailed contents of Appendix III attached to the E-BTD to describe the scoring results for the bidding package ”.
To widen the public's path, Lao Dong Newspaper reporters contacted the leaders of Project Management Board 2 of the Ministry of Construction. However, to date, the reporter has not received a response.
