On May 5, the Department of Finance of Quang Tri province confirmed that it had issued a decision to terminate the operation of the Central Trade Center project.
The project is terminated because it is in the case specified in Point d, Clause 2, Article 48 of the Investment Law "Investment projects are in case of land acquisition due to not putting land into use, slow to put land into use in accordance with the law on land"; In the case specified at Point g, Clause 2, Article 48 of the Investment Law "according to the judgments and decisions of the Court or the Arbitration".
It is known that in February 2018, the People's Committee of Quang Tri province issued a decision approving the project investment policy for the first time. Then, in May 2018, December 2020 and November 2021, the People's Committee of Quang Tri province issued decisions approving the adjustment of the project investment policy of two investors, Dai Phuoc Quang Joint Stock Company and Mien Trung Consulting Joint Stock Company.
To implement the above project, the Provincial People's Committee has leased 5,183m2 of land, belonging to plot No. 115 of cadastral map sheet No. 25 of Ward 1 (Dong Ha City, Quang Tri Province) with a land lease term until February 2068.
In the land lease decision of the People's Committee of Quang Tri province in February 2021, there is a provision that after 12 months from the date of land lease, if the enterprise does not use or does not use it for the leased purpose, the State will reclaim it according to the provisions of law.
However, after leasing the land, the project was suspended for many years. The leased land area is still vacant, causing waste.
