Continuously urging
The Office of the People's Committee of Ha Tinh province said that Mr. Nguyen Hong Linh - Vice Chairman of the People's Committee of Ha Tinh province has just signed a document urging focus on implementing clean water supply projects in the area. Accordingly, the People's Committee of Ha Tinh province requires project investors, localities, and related units of 23 domestic water supply projects in Ha Tinh province to seriously implement the contents and work to ensure the projects are completed on time and promote investment efficiency.
According to the direction of the People's Committee of Ha Tinh province, based on the tasks and deadlines proposed by the Department of Construction, the Director of the Department of Construction is assigned to continue to proactively and directly monitor, inspect and urge the implementation of projects.
After April 20, the Department of Construction will preside over working with the investor, localities and related units to specifically review the implementation results.
The leaders of Ha Tinh province also assigned that for projects that are delayed due to subjective reasons, the Department of Construction should classify, synthesize, preside over, and coordinate with the Department of Home Affairs to clarify the causes and responsibilities, report, and advise the Provincial People's Committee to direct and handle before May 5.
A few weeks earlier, the People's Committee of Ha Tinh province issued a document urging clean water projects to be behind schedule, especially emphasizing the responsibility in extending the progress of the Water Plant Project and the clean water supply system for Huong Khe town and 8 surrounding communes.
Fatigue waiting for clean water
While many clean water supply projects are behind schedule, tens of thousands of households in Ha Tinh province have recently been waiting for clean water from factories for use.
Mr. Nguyen Van Nhan - Chairman of Phu Gia Commune People's Committee (Huong Khe District) - said that the Water Plant and Clean Water Supply System project has not yet completed the water supply for people, despite being behind schedule for many years. The local government and people all hope the project will be put into use soon.
"Recently, a meeting in the district said that it must be from June to the end of this year before the project can provide water for people to use," Mr. Nhan shared.
Mr. Nguyen Anh Tuan - Director of the Management Board of Huong Khe District Construction Investment Projects - said that currently, the Huong Khe Town and 8 surrounding communes of Huong Khe District Water Plant and Clean Water Supply System Project has basically been completed.
Currently, 450 water meters have been installed out of a total of 650 that need to be installed for households in the water supply project.
According to Mr. Tuan, recently, the Electricity side changed, converting the power grid from 22kV to 35kV. Therefore, currently, the Water Plant and Clean Water Supply System Project for the people of Huong Khe town and 8 surrounding communes of Huong Khe district are having to request adjustments to replace the equipment and some lightning-proof equipment and systems to suit the power grid.
On March 17, the People's Committee of Huong Khe district issued a document proposing a policy of adding volume, adjusting implementation time, construction contract prices and consulting packages of the project.
"After the Provincial People's Committee approves the adjustment, the People's Committee of Huong Khe district will focus on implementing the remaining contents to strive to complete and put the plant into operation to provide clean water to the people from June 2025", said Mr. Tuan.
The Huong Khe Town and 8 surrounding communes of Huong Khe District Water Plant and Clean Water Supply System Project has a total investment of nearly 230 billion VND, invested by the People's Committee of Huong Khe District.
According to the approval, the project must be implemented from 2020, and must be completed by June 2022. However, the project was delayed twice and was scheduled to be completed in September 2023. However, the project continues to be behind schedule.
The Department of Irrigation of Ha Tinh province said that by March 1, 2025, the rate of rural people using clean water will reach 68.5%; from the centralized water supply project alone, it will only reach 29.46%, while the target is to reach 50% by 2025 according to the criteria of the new rural province.
