Anxious about all kinds of tricks of "land brokers
After localities in Gia Lai implemented many projects, "land brokers" took advantage to illegally subdivide and sell land plots on forest land, agricultural land, and state land. Mr. Tran Van Ha - Mang Yang commune - said that real estate offices began to operate strongly. Some "land brokers" led investors to agricultural land and forests and promised added value thanks to infrastructure projects, renewable energy, and urban areas.
According to records, in some villages, hamlets, and residential groups, there is a situation of illegal land trading and transfer. Notably, the arbitrary subdivision and sale of land plots on agricultural land in areas such as: the land area of the Tea Company has been recovered by the Provincial People's Committee and assigned to local management (old Kon Dơng town area, old Đak Djrăng commune); land planned for concentrated production and business establishments in Hải Yang commune (old). Even land belonging to the Đak Đoa Protection Forest Management Board and the Mang Yang Protection Forest Management Board is also led by "land brokers" to see and seek "investment opportunities".
Worryingly, some cases also advertise for sale land managed by the State or land that does not meet the conditions for issuing Certificates of Land Use Rights on Zalo, Facebook, TikTok... platforms, posing many risks, affecting the legitimate rights and interests of people.
Faced with the above situation, Mr. Vo Le Xuan Thien - Chairman of Mang Yang Commune People's Committee, Gia Lai province - said that the commune has issued a notice strictly prohibiting illegal land purchase and sale and transfer activities occurring in the area.
The commune strictly prohibits the purchase and sale, transfer of land managed by the State and land that does not meet the conditions for issuing a Certificate of Land Use Rights.The transfer must be registered according to the provisions of the 2024 Land Law.Ban on illegal subdivision and sale of land plots on agricultural land, land use for wrong purposes and brokerage of false information for profit.
Mang Yang Commune People's Committee recommends that people, before carrying out transactions related to land, should proactively contact functional agencies such as the Economic Department, Mang Yang Land Registration Office Branch to check planning information and the legal status of the land plot.
The commune government requires village heads, hamlets, and residential groups not to certify land transactions that do not meet the conditions, especially "handwritten papers". For serious cases, the commune will assign the police to investigate and handle them strictly.
Land speculation in energy project planning
In 2026, Gia Lai will attract investment of trillions of VND in urban area projects, transport infrastructure, highways, renewable energy, animal husbandry... Not missing the opportunity, "land brokers" show signs of accumulating land, buying and selling, and speculating land in the planning area of renewable energy projects (wind power, solar power...).
According to Mr. Nguyen Huu Que - Vice Chairman of Gia Lai Provincial People's Committee, this situation poses a risk of land speculation, arising disputes, complaints, and mass lawsuits, causing difficulties for state management as well as affecting the progress of project implementation according to the approved plan.
The Provincial People's Committee requests the People's Committees of communes and wards to synchronously implement management measures. The People's Committees of communes and wards need to proactively grasp the situation of land management and use in the area, especially in areas that have been, are being and are expected to be planned for energy projects. At the same time, strengthen propaganda and publicize information to people about land use planning and plans; advise people not to participate in buying and selling, transferring land according to rumors or unofficial information.
In addition, local authorities are responsible for detecting and promptly preventing acts of arbitrary land subdivision, separation, transfer, and sale of land not in accordance with the law in the planned area.
Strengthening land management in energy project planning areas aims to ensure order, limit the occurrence of disputes and lawsuits, and create favorable conditions for the implementation of projects in accordance with approved plans and plans.
