According to information from the Hanoi Department of Construction, the Phu Lam social housing project is built at the Phu Lam clean industrial site (Phu Lam ward, Ha Dong district).

The investor is Hai Phat Investment Joint Stock Company. The Phu Lam Social Housing Project includes 5 high-rise buildings CT01, CT02, CT03, CT04, CT05, each building has 18 floors, 1 basement. In which, the first floor is for building commercial services, community activities, the second-18 floor is for building apartments.

The project has a total of 1,902 apartments. Of which, the number of social housing units for sale is 1,126 units (accounting for 58.78% of the apartment area). The number of social housing units for rent includes 408 units (accounting for 21.36% of the apartment area). The number of commercial houses includes 368 apartments (accounting for 19.86% of the apartment area).

The dossier for registration for buying and renting social housing is based on the provisions of the Housing Law 2023; Pursuant to Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing; Circular No. 05/2024/TT-BXD dated July 31, 2024 of the Ministry of Construction detailing a number of articles of the Housing Law; Decision No. 25/2019/QD-UBND dated November 5, 2019 of the Hanoi People's Committee on promulgating regulations on management of sale, lease, and lease-purchase of social housing in Hanoi City.

The subjects of the application include customers renting social housing at the Phu Lam Social Housing Project in Phu Lam Ward, Ha Dong District, Hanoi City who have met the rental term of 5 years in accordance with current law.

The selling price of social housing (excluding 5% VAT and 2% maintenance fee) is 13,619,144 VND/m2. The rental price of social housing (excluding VAT) is 45,396 VND/m2/month.

The Hanoi Department of Construction noted that the project investor only receives submissions at the above-mentioned location. Request the person applying directly to submit the application, sign the application receipt and register the apartment area wishes. Documents accompanying the request to submit a certified copy (permanent residence certificate, temporary residence certificate, ID card, citizen identification card, etc.). The dossier submitter is responsible for the authenticity and accuracy of the dossier declaration.

Organizations and individuals are strictly prohibited from taking advantage of social housing policies and people's needs to collect money and deposits in violation of regulations. Any fraudulent acts when declaring and confirming the records of buying and renting social housing when discovered (including during the post-inspection process) will be handled according to current regulations.

The Department of Construction recommends that people do not accept transfers contrary to regulations on social housing and do not register to submit applications for social housing at locations not notified by the investor on the website of the Hanoi Department of Construction.
