The Hanoi City Inspectorate has just announced the conclusion of the inspection of the management and use of the first floor of the workers' housing area in Kim Chung commune, managed and operated by Hanoi Housing Management and Development Company Limited.
According to the inspection conclusion, from 2010 to the end of 2019, the company has converted its designed function of a parking lot, electrical and water technical room, main hall to rent to organizations and individuals 56 points (about 10,000m2) for service business. The lease contract is valid for 3 years, priced at VND 33,000/m2/month (including VAT).
When the contract expired, the company did not report to the city to auction the right to lease the service business area but continued to sign for lease at the old price until 2019.
In addition, 6 units used the designed areas of the main hall, bicycle parking room, security room, waiting room, corridor, post office, and letter room that did not function properly. Hanoi Housing Management and Development Company Limited cannot provide a rental contract.
In mid-2017, the Hanoi Department of Construction requested the company to reclaim the leased points that were not in accordance with regulations. However, this has not been resolutely resolved by the relevant parties, leading to the time when the inspection was organized (quarter II/2024), there were still about 20 points that had not been recovered, and a decision had to be issued for enforcement.
From 2017 to April 2024, Hanoi Housing Management and Development Company Limited did not take measures to recover the debt within the contract term, did not take measures to recover the leased area, and still let the lessee use it, leading to a debt arising outside the lease contract of more than 8 billion VND (27 lease points), causing a loss of state budget revenue that cannot be recovered.
The City Inspectorate recommended that the City People's Committee direct the Chairman of Hanoi Housing Management and Development Company Limited, the Director of the Department of Construction, and the Chairman of Dong Anh District People's Committee to review responsibilities and take disciplinary action against relevant collectives and individuals.
The City Inspectorate has also invited the Internal Affairs Committee of the City Party Committee, the City Police, and the City People's Procuracy to analyze and evaluate the documents collected during the inspection process.
At the meeting, the agencies agreed to request the City Inspectorate to transfer the records and documents on the violations of Hanoi Housing Management and Development Company Limited to the Investigation Security Agency, City Police for investigation and handling according to regulations.
In August 2024, the City Inspectorate transferred information about the above behavior to the Investigation Security Agency, City Police.
Kim Chung Workers' Housing Area is one of the first pilot projects built with state budget capital for workers to rent and own by the state. The house is built on an area of 20 hectares, including 28 buildings, including 24 5-storey buildings and 4 15-storey buildings.
Since 2007, the Hanoi People's Committee has assigned Hanoi Housing Management and Development Company Limited to manage, exploit and operate this housing area. The total area of the first floor assigned for management and lease is more than 16,000 m2.
