According to Article 100 of Decree 131/2021/ND-CP regulating support when renting social housing and old state-owned housing:
1. Conditions and principles for supporting housing rent exemption and reduction are implemented in accordance with the provisions of the law on housing.
2. Subjects exempted from housing rent
a) Revolutionary activists before January 1, 1945; Vietnamese Heroic Mothers; Heroes of the People's Armed Forces, Heroes of Labor during the resistance period; war invalids, including type B war invalids recognized before December 31, 1993, people enjoying policies such as war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a body injury rate of 81% or more; relatives of martyrs receiving monthly allowances for nursing.
b) Subjects eligible for housing rental reduction specified in Clause 3 of this Article are currently living alone, without a place to live (with confirmation from the People's Committee of the commune where they have a rental house).
3. Subjects and levels of housing rental reduction
a) 90% reduction in housing rental for subjects: Revolutionary activists from January 1, 1945 to the August 1945 uprising; war invalids, including type B war invalids recognized before December 31, 1993, people enjoying policies such as war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a body injury rate of 61% to 80%.
b) 80% reduction in housing rental for subjects: War invalids, including type B war invalids recognized before December 31, 1993, people enjoying policies such as war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a body injury rate of 41% to 60%.
c) 70% reduction in housing rental for subjects:
- War invalids, including type B war invalids recognized before December 31, 1993, who enjoy policies such as war invalids, sick soldiers, and resistance fighters infected with toxic chemicals have a body injury rate of 21% to 40%.
- Revolutionary, resistance, national defense, international service members are imprisoned or sold by the enemy.
- The person being awarded or a family member being awarded the "Fatherland's Merit" Medal or the Certificate of "merit to the country" before the August Revolution in 1945, the person being awarded or a family member being awarded the Resistance Medal.
- Relatives of martyrs.
d) 65% reduction in housing rental for the following subjects:
- Resistance fighters in national liberation, national defense, and international service.
- The person being awarded or a family member being awarded the Resistance Medal.
Thus, relatives of martyrs are supported with social housing as follows:
- Relatives of martyrs receiving monthly allowances are exempted from social housing rental.
- For remaining martyrs' relatives, the social housing rental fee will be reduced by 70%.
