Mr. Le Chi Ton - Chairman of the Bac Lieu Provincial Business Association (old), investor of the Hoa Binh Riverside Urban Area project - said: The project has completed the infrastructure, but because there is no street name and no land price list, it is not possible to determine the land use rights transfer price. According to Mr. Ton, the business has reported the incident many times, but it has not been resolved for nearly 2 years.
Mr. Ton's frustration reflected to the leaders of the new Ca Mau province. He also did not expect that, after receiving the feedback, the Chairman of the People's Committee of Ca Mau province directed the Department of Agriculture and Environment to verify, report, and propose to immediately remove this difficulty.
On July 5, the Chairman of the People's Committee of Ca Mau province issued a document directing the implementation of financial obligations on land in Ca Mau province. On July 11, 2025, the Department of Agriculture and Environment issued Official Letter No. 302/SNNMT-QLDD requesting the People's Committees of communes and wards in Ca Mau province to review.

According to the Department of Agriculture and Environment, this agency has received 34 reports from communes and wards (including 31 communes and 3 wards).
According to the report of the People's Committees of communes and wards, a total of 308 sections and routes (including 153 sections and routes in new urban area projects, residential areas, and commercial areas) have not been updated or added to the land price list.
Before the 2024 Land Law takes effect, tax authorities will base on the price announcements of investors to determine the calculation of income tax from land use rights transfer for households and individuals; calculate fees in land management and use. After the 2024 Land Law comes into effect, the tax will be calculated based on the land price list.
When approving the People's Council, the People's Committee on adjusting the land price list according to Clause 1, Article 257 of the 2024 Land Law does not have enough basis to include in the land price list because some investors of projects under management have not yet handed over to the locality, so when issuing the price list, there will be 2 prices (the investor's price and the price prescribed by the People's Committee).
To remove difficulties for project owners, create conditions for land users to have the rights according to regulations, and serve as a basis for Ca Mau Provincial Tax and Grassroots Tax to implement documents for land users, based on Clause 2, Article 8 of Decree 151/2025/ND-CP dated June 12, 2025 under the authority of the Provincial People's Committee, the Department of Agriculture and Environment recommends that the Provincial People's Committee agree on the policy of applying land prices according to the listed prices of investors to determine financial obligations as before the 2024 Land Law took effect.
At the same time, direct the People's Committees of communes and wards to review sections and routes in new urban area projects, residential areas, commercial areas... that have completed infrastructure ( handed over to localities and put into use) under their management, report to the Department of Agriculture and Environment to supplement the first land price list to announce and apply from January 1, 2026 according to regulations.
