Regarding the expansion of the Provincial Party Committee - National Assembly Delegation - People's Council - Provincial People's Committee headquarters project, the locality will consider compensation and site clearance for 32 households living on Nguyen Binh Khiem Street (Nha Trang Ward).
After that, the 32 households mentioned above submitted a petition, concerned about their rights being affected when the locality implemented the expansion of the headquarters of provincial agencies.
According to the records, the land area of the 32 households is about 1,918 m2, which was a collective housing area sold by the Khanh Hoa Provincial People's Committee at a fair price under Decision No. 17/UB in 1992.
In the period of 1993-1994, households were granted certificates of house ownership and long-term stable land use rights.
Currently, out of 32 houses, 14 houses still have the structure of 2-storey collective houses, the remaining 18 houses have been newly built, with 3-5 floors renovated, and some households have transferred land use rights.
Meanwhile, the project to build a new headquarters for the Provincial Party Committee - National Assembly Delegation - People's Council - Provincial People's Committee was approved from December 5, 2023, with implementation period 2023 - 2025.
By August 2025, Khanh Hoa province will hold a meeting to complete the landscape plan.
In which, the section adjacent to households on Nguyen Binh Khiem Street was proposed by the consulting unit to arrange green space and plant trees with lentils and mangoes.
People think that the construction of landscape needs to be airy but it is still possible to arrange an internal road inside the campus, over 10m wide, with gates at both ends to ensure management and aesthetics, while not affecting their rights.
Regarding this issue, Chairman of Khanh Hoa Provincial People's Committee Nguyen Khac Toan assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Justice, Department of Construction, Department of Finance, Nha Trang Ward People's Committee and relevant agencies to clarify the legal basis for land recovery for 32 households.
In case there is a legal basis, the report must specify the order and procedures, and at the same time propose a resettlement plan for people, ensuring the principle of "equal to or better than the old place of residence".
If there is no legal basis, Khanh Hoa province will consider a plan to renovate and embellish, both ensuring security and safety in the area and protecting the rights of residence and living of households.
Khanh Hoa Provincial People's Committee requests units to urgently complete and report before October 10, 2025.
