On the afternoon of October 2, in Hanoi, the Presidium of the Central Committee of the Vietnam Fatherland Front held a launching ceremony to support people affected by storm No. 10 (Bualoi).
Attending the launching ceremony were Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front; Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Ms. Ha Thi Nga - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front.
Also attending were Deputy Secretaries of the Vietnam Fatherland Front Party Committee, Central organizations: Tran Thang, Nguyen Thai Hoc; leaders of the Party Central Committee Office, Government Office, National Assembly Office, and Office of the President; representatives of leaders of Central agencies, ministries, branches; leaders of corporations, banks, corporations, and enterprises; leaders of member organizations of the Vietnam Fatherland Front; philanthropists.

At the launching ceremony, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien called on people and soldiers nationwide, our people abroad, agencies, organizations, businesses, philanthropists at home and abroad, foreigners living and working in Vietnam... to show good feelings, share, help mentally and materially, and contribute with the Party and State to support the people to overcome the damage caused by storm No. 10.
At the launching ceremony, on behalf of the Presidium of the Central Committee of the Vietnam Fatherland Front, Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front read "Appeal of the Presidium of the Central Committee of the Vietnam Fatherland Front to mobilize support for people to overcome the damage caused by storm No. 10".
Mr. Do Van Chien stated that in September, 4 consecutive storms appeared and operated in the East Sea; of which, storm No. 9 (Ragasa) and storm No. 10 (Bualoi) had a strong impact in many localities. In particular, storm No. 10 caused heavy losses in human lives and property in localities in the Northern and North Central regions.
Under the leadership of the Party and State, all levels, sectors and localities have directed strongly and proactively early, synchronously implementing many specific solutions to prevent, combat, actively, resolutely and make great efforts to implement solutions to overcome and minimize damage to people and property. However, the terrible devastation caused by the " abnormal" storm Bualoi caused extremely serious consequences and damage.
According to preliminary statistics, as of 8:00 a.m. on October 2, storm No. 10 has killed 36 people, left 21 people missing, and injured 147 people; 160 houses collapsed; 154,807 houses damaged; 51,269 hectares of rice and crops were flooded and damaged; 13,478 hectares of seafood were damaged; 1,638 cattle and 405,359 poultry were killed and swept away; 1,429 schools were affected, causing landslides of 20,772m of embankments, riverbanks, and beaches; 8,264 electric poles were broken and collapsed. The total preliminary economic damage in some provinces and cities is estimated at about 11,000 billion VND.

According to Mr. Do Van Chien, to proactively respond to and overcome the damage caused by the storm, Party committees at all levels, authorities, and the Vietnam Fatherland Front have mobilized thousands of cadres, soldiers, union members, youth, militia and people to promptly participate in evacuation, rescue, protect people's lives, and minimize property damage; among them, many typical examples of defying danger, overcoming floodwaters to save people in distress; a Party Cell Secretary in Thanh Hoa province who died while participating in storm prevention and control left many deep and affectionate emotions in the hearts of the people.
On behalf of the Party and State leaders, General Secretary To Lam expressed his deep condolences to the families of those who were victims and visited and encouraged people in areas affected by storms and floods; at the same time, directed Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations to urgently overcome the consequences of storm No. 10 and floods.

The leaders of the Party and State directly inspected, directed the response work and encouraged the Party committees, authorities and people at all levels to overcome difficulties and overcome the damage. The Government and the Prime Minister have issued documents, directly directing ministries, branches and localities to mobilize all resources, apply solutions to prevent, combat and quickly overcome the consequences and natural disasters; soon restore labor, production, study activities and stabilize people's lives.

The Presidium of the Central Committee of the Vietnam Fatherland Front would like to express our deepest condolences to the families of those whose relatives died or were injured; express our gratitude to the forces, especially the cadres, soldiers, and the people's armed forces, and send our warmest condolences and sympathy to all people in the areas affected by storms and floods, Mr. Do Van Chien shared.
Emphasizing the huge consequences caused by storms and floods, many households and individuals need support and assistance, the Chairman of the Central Committee of the Vietnam Fatherland Front said that the Party and the State have been implementing solutions and resources to restore infrastructure, support reproduction, and ensure people's lives. In the context of limited state budget resources, promoting the precious tradition of national solidarity that has been fostered over thousands of years of history; with the spirit of "Mutual love", "The healthy leaves cover the torn leaves"; with the truth that "Vietnam is one, the Vietnamese people are one", people in safe areas and people suffering damage caused by storms and floods are a unified body that needs to accompany, support, and share sweetness for a strong, prosperous and developed Vietnamese nation.
The Presidium of the Central Committee of the Vietnam Fatherland Front enthusiastically calls on compatriots and soldiers nationwide, our compatriots abroad, agencies, organizations, businesses, philanthropists at home and abroad, foreigners living and working in Vietnam... to show good feelings, share, and help in spirit and material things, contribute to the Party and State to support the People to overcome the damage caused by storm No. 10, quickly restore production and stabilize people's lives, Chairman Do Van Chien emphasized and suggested, with the spirit of "Sharing food and clothes", people with property, people with meritorious services, contributing little, contributing a lot (the common strive level is: cadres, civil servants, public employees, soldiers, soldiers of the armed forces, people receiving salaries from the state budget, helping people with a daily salary of at least 50,000 VND; helping people with a living expenses of at least 50,000 VND; helping people with a living expenses of at least 50,000 VND; helping people with a living expenses of at least 50,000 VND per day or more.
All contributions should be sent to the account of the Central Relief Mobilization Committee. Mr. Do Van Chien shared that the Presidium of the Central Committee of the Vietnam Fatherland Front would like to acknowledge and express gratitude for all the noble gestures, cooperation, efforts and encouragement of domestic agencies, organizations, enterprises, collectives and individuals and overseas Vietnamese and foreigners working and living in Vietnam so that our people can soon stabilize their spirit, overcome difficulties, overcome damage and soon stabilize their lives, continue to work, produce, and contribute to the cause of building and defending the Fatherland of Vietnam.
"The Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Central Relief Mobilization Committee are committed to using all funds to mobilize support and assistance for people affected by the recent storm No. 10 for the right purposes, effectively, publicly and transparently," Mr. Do Van Chien emphasized.
Responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front, in a very short time, many units, enterprises, organizations, individuals and localities across the country have made noble gestures, calling for mobilization and registration to support people affected by storm No. 10.
At the launching ceremony, the Presidium of the Central Committee of the Vietnam Fatherland Front received more than 673 billion VND from agencies, units, organizations and individuals to support and register to support people affected by storm No. 10.

Right at the launching ceremony, the Central Relief Mobilization Committee announced a list of 17 provinces and cities receiving first-round support from the Central Relief Fund to overcome the consequences of storm No. 10 with a total amount of 265 billion VND.
Of which, the three provinces of Nghe An, Ha Tinh and Quang Tri are allocated 30 billion VND each; the two provinces of Ninh Binh and Thanh Hoa are allocated 20 billion VND each; the three provinces of Lao Cai, Phu Tho, Tuyen Quang are allocated 15 billion VND each; the six provinces of Lang Son, Cao Bang, Son La, Thai Nguyen, Quang Ninh, Hung Yen and the three cities of Hai Phong, Hue and Da Nang are allocated 10 billion VND each.
