The above information was announced by Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc when giving a concluding speech at the Ho Chi Minh City socio-economic meeting on the morning of June 3.
Mr. Nguyen Van Duoc said that the city will not grant construction permits in areas with detailed 1/500 planning.
In particular, even in places that do not have detailed planning but have determined roadbeds, recesses, land boundaries... people do not need to ask for permission, just need to register for construction.
"Even in District 1, where there is no detailed planning, but the boundaries, routes, standards such as manholes... are clearly regulated by the Ministry of Construction, so there is no need to ask for permission anymore, but just registration is enough" - Mr. Nguyen Van Duoc affirmed.
Mr. Nguyen Van Duoc also informed that yesterday, he signed a document assigning the Ho Chi Minh City Department of Construction to study and advise the City People's Committee on piloting the mechanism of not granting construction permits.
"As soon as we had the information, the people responded very well. If the Department of Construction advises this June, the City People's Committee will issue a decision to implement it, so that the comrades will immediately receive certificates of merit. This is small for us, but very big for the people - Chairman of the Ho Chi Minh City Peoples Committee emphasized.
Previously, in the telegram on May 29, the Prime Minister directed to reduce construction licensing procedures for projects with detailed planning at a scale of 1/500 or located in urban design areas.
The dispatch also requires streamlining and simplifying 361 administrative procedures and 447 business conditions in the construction sector, aiming to reduce at least 30% of processing time, compliance costs and business conditions in 2025.
In addition, the Prime Minister also requested to promote decentralization and delegation of authority to localities in appraisal and granting construction permits; shortening procedures, eliminating unnecessary intermediaries, especially for projects with clear planning.
