The regulation that is in line with the people's wishes and practical for social life is to reduce the procedures for granting construction permits for works in construction investment projects with detailed planning at a scale of 1/500 or works in areas with approved urban design.
Up to now, construction management has been tightly regulated, people have spent a lot of time on procedures and unknown costs when building houses.
The cause of the officials and civil servants' changes and damages is also due to the right to issue construction permits. There have been many cases of officials receiving bribes for illegal construction.
Abolishing construction permits is to eliminate negative aspects, people are free to build houses in accordance with regulations, the state still has a firm grasp of management.
People only need to register for construction, the government will monitor and handle violations. To let violations exist, it is necessary to prove that local management officials do not fulfill their responsibilities, not to mention being able to receive bribes.
The impartiality of handling from officials to people if violations occur is the foundation for ensuring construction order, not a complicated licensing procedure.
Another proposal of the Institute of Natural Resources and Environment Economics is to consider adjusting the height of construction works to at least one floor for works with an actual width of more than 5.5m and a minimum length of 12m. This is something that needs to be considered and implemented as soon as possible.
