Minister of Construction Tran Hong Minh has just sent an official dispatch to the Chairmen of the People's Committees of provinces and centrally-run cities on promoting the development of social housing in 2026 and implementing the targets assigned according to Resolution No. 07/NQ-CP of the Government.
According to the Ministry of Construction, in the first 4 months of 2026, the whole country started construction of 40 more social housing projects with a scale of 36,590 units. Accumulated to date, the whole country has started construction of 226 projects, with a scale of 228,725 units, reaching 144% compared to the assigned target. The number of completed units is 5,426 units.
25 localities have started enough and exceeded the 2026 target, including Hai Phong, Hue, Da Nang, Can Tho, Lao Cai, Thai Nguyen, Lang Son, Dien Bien, Phu Tho, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Khanh Hoa, Gia Lai, Lam Dong, Dong Nai, Vinh Long, Dong Thap, An Giang and Ca Mau.
However, the Ministry of Construction believes that there are still localities that are not really interested in developing social housing; have not allocated budget for compensation, support, resettlement, and infrastructure investment to have clean land funds. Some places arrange land funds far from the center, lacking connection to technical infrastructure and social infrastructure.

The Minister of Construction requested localities to review and consolidate the Provincial Steering Committee for Housing Policy and Real Estate Market; update social housing targets into socio-economic development targets; review and approve housing development programs and plans for the period 2026-2030 in the second quarter of 2026.
Localities must also urgently establish local housing funds according to regulations, develop annual target implementation plans, in which the list and progress of each project are clearly stated.
For projects under construction and planned to be completed in 2026, the Ministry of Construction requests localities to work directly with investors to commit to progress, regularly inspect and urge, ensuring completion before December 31, 2026.
With the remaining targets, the locality needs to review projects that have selected investors, especially social housing projects for the people's armed forces, to create conditions to accelerate progress, license and start construction in the first months of the second quarter of 2026.
The Ministry of Construction requests priority to allocate land funds and favorable locations for social housing development, ensuring connectivity of transportation, health, and education infrastructure; and at the same time implementing administrative procedures according to the "green channel", "priority channel".
Localities must regularly update and announce prices of construction materials and construction equipment close to reality, especially in the context of strong fluctuations in gasoline and oil prices and input costs.
The Ministry of Construction also requested to strengthen inspection and examination of the purchase and sale of social housing to the right subjects and with sufficient conditions; assigning the Department of Construction to be the focal point for monitoring and urging the progress of projects.
