The Ring Road 2 construction project has a total investment of over 7,000 billion VND; fully invested by the city budget, of which construction costs are nearly 4,150 billion VND; site clearance costs are more than 2,200 billion VND. The project's site clearance area is nearly 113 hectares, reclaiming land from nearly 1,650 households and 30 organizations. The project started on March 11, 2025, striving to complete on May 13, 2028.
Recently, Chairman of the City People's Committee Le Ngoc Chau directed the authorities of Hai An, Hung Dao, and Kien An wards where the project passes through to mobilize the participation of the entire political system and organizations to propagate and mobilize organizations and individuals to promptly agree and hand over the site for construction. No later than October 2025, localities must complete site clearance.
Hai An Ward has organized many propaganda and mobilization sessions at each household with reclaimed land to implement the project. Up to now, many households with land within the scope of the investment project to build Ring Road 2, Tan Vu - Hung Dao - Bui Vien section have voluntarily handed over the site, creating conditions for the project to be implemented on schedule.
However, some households, despite being dialogueed and propagated, still did not agree and made recommendations without legal basis. Therefore, the ward has implemented a plan to enforce land recovery for 7 households under the Ring Road 2 Construction Investment Project, Tan Vu - Hung Dao - Bui Vien road section. 7 households including Mr. P.V.T, N.V.K, D.M.T, L.C.K, N.P.T, V.X.O, N.B.B households have plots of land within the reclaimed boundary to implement the Ring Road 2 Construction Investment Project, Tan Vu - Hung Dao section - Bui Vien road in Trang Cat 7 residential group, Hai An ward.
In the first phase, the Hai An Ward Enforcement Board will enforce land recovery for 2 households, Mr. N.P.T and Mr. V.X.O, according to the approved plan. The enforcement work was carried out according to the correct procedures, ensuring security, order and absolute safety for people and property, contributing to speeding up the implementation of the Ring Road 2 Project in the area.
