Component project 2.1 invests in the construction of a parallel road system (urban road) of Ring Road 4 through Hanoi with a total length of about 58.2km.
The route passes through the wards and communes: Kim Anh, Noi Bai, Me Linh, Quang Minh, Tien Thang, O Dien, Dan Phuong, Hoai Duc, Duong Hoa, Son Dong, An Khanh, Yen Nghia, Phu Luong, Binh Minh, Tam Hung, Thuong Tin, Hong Van.
In package No. 9, about 21km long (section through Duong Hoa commune, Hanoi), Mr. Nguyen Hoang Hai, Commander of Package No. 9 under Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex) said that the contractor mobilized dozens of locomotives with a team of officers, engineers and workers to work continuously in "3 shifts, 4 teams".

The urgent need to "overcome the sun, overcome the rain" is also the spirit of the consortium of contractors of Cienco4 Group Joint Stock Company - Hoang Long Construction and Trading Joint Stock Company - Song Hong Joint Stock Company implemented in package No. 11, 9.3km long, through Thuong Tin area.
The representative of this contractor said that as much as the site was received, the unit sent human resources and machinery to focus on construction. There were times when the contractor consortium mobilized more than 120 workers, 40 locomotives, equipment and 40 cars to transport raw materials for the construction site.
A representative of the Hanoi Traffic Construction Investment Project Management Board said that the Project Management Board and consulting units and contractors are determined to basically complete the Ring Road 4 parallel road in 2025, according to the direction of the Government and Hanoi City.
Component project 2.1 has completed weak soil treatment and constructed about 30km of asphalt concrete; disbursed 2,993/4,205 billion VND.
The site clearance rate for the entire project reached nearly 99%. However, the remaining scope is mainly residential land - the most difficult part and needs to be completed as soon as possible to ensure the overall progress of the project.
Along with that are difficulties and problems with construction materials, affecting the progress and construction costs of the project.
At the working session between the working group of the National Assembly's Economic and Financial Committee and the Hanoi People's Committee, the city requested the Vietnam Road Administration to report to the National Assembly Standing Committee to allow the contractor of Component Project 3 - Investment in the construction of expressways under the PPP (public-private partnership) not to have to go through procedures for granting a license to exploit minerals for common construction materials, according to the provisions of Resolution 56, until the project is completed.
Component project 3 - Investment in the construction of expressways under the PPP (public-private partnership) was started on September 6, 2025.
Component project 3 is considered the "heart" of the Ring Road 4 of the Capital Region, with a length of 113.52km, passing through Hanoi, Bac Ninh and Hung Yen provinces. According to the contract, Component Project 3 will be completed after 30 months of construction.
Ring Road 4 is expected to become a "new traffic network" of the Capital Region, directly connecting Hanoi City with Hung Yen, Bac Ninh provinces and many other localities, and at the same time connecting with the radial expressway system.
When put into operation, Ring Road 4 and Ring Road 5 are expected to be deployed before 2030, forming a comprehensive transportation system, developing urban, industrial and logistics areas along the route, thereby expanding development space for Hanoi and neighboring provinces.
