Previously, through inspection, the Interdisciplinary Inspection Team for Road Traffic, Sidewalk and Environmental Sanitation of Cat Hai Special Zone found that the illegal use of roadways, sidewalks, and road corridors for business and sales has decreased significantly. However, some store owners after stopping business have left tents, roofs, tables and chairs on the road corridor and sidewalk, causing traffic obstruction and loss of aesthetics. In particular, this area is within the scope of site clearance for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.

Therefore, on October 18, the People's Committee of Cat Hai Special Zone dismantled all illegal sales establishments, temporary shops, and tents in the road area and the land surrounding VinFast automobile factory and Cat Hai island. The purpose is to ensure security, order, fire prevention and fighting safety, environmental sanitation and project site management in accordance with the provisions of law.
The People's Committee of the special zone also strictly prohibits organizations and individuals from parking, re-encroaching, returning to do business, trade, and setting up tents in the above area; illegally using roadways, sidewalks, and traffic corridors to place advertising signs, tables, chairs, flower pots, roofs, goods, construction materials, etc.

Previously, on October 16, the Order Police Team, Tien Lang Commune Police, cleared 7 cases of displaying and selling street food at the gates of Thuan Ich, Sao Vang, Phu Du companies, in Dong Cau village, Tien Lang commune. The goal is to ensure open roads and clear sidewalks in the area of business gates, contributing to controlling traffic accidents and preventing traffic congestion in the area.
