The coercive measure is strictly implemented in accordance with the legal procedures, based on Official Dispatch No. 987/UBND-TC dated May 22, 2026 of Hai Phong City People's Committee agreeing in principle to apply coercive measures to recover houses and land belonging to public assets not used for residential purposes managed by Hai Phong Housing Management and Trading Co., Ltd. and Decision No. 939/QD-UBND dated June 8, 2026 of Gia Vien Ward People's Committee on coercive recovery of houses that are public assets.
The reason for recovery is determined to be that the lessee has expired the contract but has not handed over the state-owned leased house in accordance with the time limits specified in Decree No. 108/2024/ND-CP and Decree No. 286/2025/ND-CP of the Government.
This morning, the Gia Vien Ward Enforcement Board and coordinating forces including representatives of the People's Procuracy, People's Court, specialized departments and Hai Phong Housing Management and Business Co., Ltd. were present to deploy traffic diversion plans, bomb and mine clearance and fire prevention and fighting.

Through personnel inspection and review, the 2-story land and house facility at No. 106 Le Loi was used by Hai Phong Book Distribution Joint Stock Company as a bookstore, stationery and warehouse, with absolutely no actual livelihood. Functional forces have conducted counting, packaging, sealing of all assets and goods and organized the synchronous relocation to the temporary storage location at No. 7 in Pham Minh Duc alley according to the approved administrative plan. The coercion session took place safely, ensuring security and order and on schedule.
Immediately after completing the relocation of all people and assets of the enterprise out of the area, the Gia Vien Ward Enforcement Board established a complete dossier and handed over the entire area of houses and land at No. 106 Le Loi to Hai Phong Housing Management and Trading Co., Ltd. for management and exploitation according to its authority.
