The Ministry of Agriculture and Environment issued a document merging the Decree regulating the division of authority of authorities at 2 levels, decentralization and delegation of authority in the land sector.
Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the division of authority of local authorities at 2 levels, decentralization and delegation of authority in the land sector, effective from July 1, 2025, is corrected by Decision No. 2418/QD-BNNMT dated June 28, 2025 of the Ministry of Agriculture and Environment and amended and supplemented by: Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government amending and supplementing a number of articles of decrees detailing the implementation of the Land Law, effective from August 15, 2025.
The principles of determining authority, decentralization and delegation in the land sector are determined by the Ministry of Agriculture and Environment to ensure compliance with the provisions of the Constitution; in accordance with the principles and regulations on determining authority, decentralization and delegation of authority of the Law on Government Organization and the Law on Organization of Local Government.
Ensure decentralization of tasks, thoroughly decentralize tasks between central state agencies and local governments, ensure unified management rights of the Government, the right to exercise of the head of the Government in the field of state management of land and promote the proactiveness, creativity, and self-responsibility of local governments in performing state management tasks in the land sector.

This Decree takes effect from July 1, 2025. This Decree is implemented until March 1, 2027. In case relevant legal documents have been amended, supplemented, or newly issued to comply with the organization of the two-level government, it shall comply with the newly issued legal documents.
The following provisions shall expire from the effective date of this Decree:
a) Clause 1 and Clause 2, Article 22 of Decree No. 71/2024/ND-CP;
b) Clause 5 and Clause 11, Article 9; Clause 1, Article 19, Clause 3, Article 20. Articles 21, 22, 28, 29, 30, 31, 32, 33, 34, 35, 37, 39, 40, 42, 43, 44, 46, 47, 48, 49, 60; Forms No. 01/DK, 02/DK, 03/DK, 06/DK, 07/DK, 08/DK, 09/DK, 10/DK, 11/DK, 12/DK, 14/DK Decree No. 101/2024/ND-CP;
c) Clause 1, Article 14, Clause 1 and Clause 5, Article 54; Point c, Clause 2 and Point a, Clause 3, Article 94; Clause 4 and Clause 6, Article 99; Clause 3, Article 100; Point b, Clause 6, Article 101; Articles 20, 21, 23, 44, 18, 49, 51, 52, 53, 60, 64, 66, 68, 73, 106, 107 Decree No. 102/2024/ND-CP;
