Da Nang City People's Council on August 1 said it had just passed a Resolution regulating the mechanism to support the implementation of social housing construction investment projects in the city until 2030. The city allocates 580 billion VND to support investors in compensation, resettlement, fees, and charges for implementing investment procedures and technical infrastructure investment when implementing social housing projects.
Subjects eligible for this mechanism include investors of social housing construction projects using trade union financial capital; worker dormitories in industrial parks; housing for people's armed forces that does not use public investment capital and organizations and individuals related to social housing construction investment activities in the city.
The funding for implementation is allocated from the city budget, including revenue from the land fund for social housing construction in commercial housing projects and other legal budget sources. The funding is used to support compensation, resettlement, fees and charges for carrying out investment procedures and investing in building technical infrastructure within the project area.
According to the Da Nang City People's Council, the demand for social housing for workers, laborers, officials, and civil servants is very large, especially the labor force moving to the city center to work after the merger. Meanwhile, the supply of social housing has not met the actual demand, and many projects are slow to implement due to problems with land funds, procedures and preferential mechanisms.
The new policy supports 100% of compensation and resettlement costs for the construction area of social housing and related technical infrastructure; supports 100% of appraisal, planning, fire prevention and fighting fees and environmental impact assessment reports. The city also supports technical infrastructure investment costs at a rate of 30%, up to 6 billion VND per project in the central urban area and Hoi An; a rate of 50%, up to 10 billion VND per project in the remaining communes, wards and special zones. These supports are not included in the selling price, rental price or rental price of social housing.
