According to Official Dispatch No. 5483/UBND-STC signed and issued by Standing Vice Chairman of Ho Ky Minh City People's Committee, units must seriously implement the direction of the Ministry of Finance on strengthening the prevention and combat of waste in the management and use of houses and land, improving the efficiency of management and use of public assets, preventing loss and waste.
For house and land facilities that have been assigned to the Housing Management and Exploitation Center or the Land Fund Development Center for management, relevant units must focus on completing procedures for receipt and handover according to regulations. After receipt, it is necessary to quickly put assets into management, use or exploitation for the right purpose, in accordance with legal regulations.
The city especially emphasizes the requirement to accelerate the progress of facilities that have been decided to assign, transfer or convert functions but have not been put into use. This is a group of assets that needs to be prioritized for handling to avoid prolonged vacancy causing degradation and waste of public resources.
For facilities under the Housing Management and Exploitation Center, the unit must publicly disclose the exploitation plan, build a rental price list and submit it to competent authorities for approval to organize exploitation according to regulations, ensuring transparency and efficiency. Meanwhile, the Land Fund Development Center is responsible for completing the receipt and implementation of necessary procedures to put the land fund into exploitation according to the provisions of land law.
Agencies and units assigned to manage houses and land must complete legal documents, carry out accounting, monitor assets fully, and at the same time strengthen inspection of use after arrangement. In case of detecting ineffective use, vacant or seriously degraded facilities, it is necessary to propose timely handling plans.
The Department of Finance is assigned to continue reviewing and advising on definitively handling redundant houses and land, using them ineffectively or for wrong purposes. The City Inspectorate continues to deploy specialized inspections on preventing and combating waste in the management and use of houses and land and the handling of redundant assets after arranging administrative units.
