In the period 2021-2025, Da Nang has completed 6,352 social housing apartments, reaching 104% of the target assigned by the Government. However, the progress of implementation of some projects has not yet met the requirements, investment preparation procedures are still slow, and coordination between units is sometimes not synchronized. Da Nang requires heads of departments, agencies, branches and localities to be directly responsible for the results of implementing the social housing development target assigned.
Regarding administrative procedure reform, the city agreed to put social housing projects into priority groups, applying parallel implementation procedures for land, planning, construction and environmental procedures. The goal is to cut at least 50% of the time to carry out administrative procedures and 50% of compliance costs compared to current regulations.
Da Nang City Department of Construction plays the role of the standing agency, presiding over advising the City People's Committee to direct, urge and inspect the implementation of the directive. This unit is responsible for advising to submit to the City People's Council at the mid-2026 session to consider issuing a Resolution on mechanisms to support the implementation of social housing construction investment projects in the area until 2030. At the same time, it approved the content of adjusting the Housing Development Program of Da Nang City and Quang Nam province before merging for the period 2021-2030.
The Department of Construction will also take the lead in organizing a survey of people's demand for social housing rental and purchase right in June. Next, the unit will coordinate with the Department of Finance and the City Land Development Center to review the surplus housing and land funds after arrangement to propose plans for social housing development and rental housing before July 15.
Da Nang City also requests functional agencies to strictly control the process of appraising subjects for buying and leasing social housing. The lottery for apartment purchase rights must be organized publicly with the supervision participation of the Department of Construction and media agencies when the number of dossiers exceeds the number of existing apartments. At the same time, relevant units are responsible for inspecting the management and use of houses after handover, strictly prohibiting acts of collecting deposits outside regulations or brokering for profit from projects.
