Focus on site clearance
The project to relocate residents and clear ground in area 1 of Hue Citadel has helped thousands of households leave their cramped houses close to the foot of the citadel, Eo Bau, and Ho Thanh Hao to move to new, more spacious residences.
After many years of implementation, the appearance of the Hue Citadel area has changed a lot. Many relic spaces that were once obscured by people's houses are gradually being returned.
However, the journey to complete site clearance work still faces many difficulties when there are still cases of problems related to compensation policies, legal documents on land and houses, resettlement benefits for auxiliary households or cases with complex historical factors.

According to the Project Management Board for Construction Investment Area 1 of Hue City, most of the remaining cases are complex dossiers, prolonged over many periods, related to state-owned houses, public assets, land origin disputes or cases of land transfer and use with many factors that need to be further verified.
In addition, some households have not agreed with the compensation and support plan or still have concerns about the arrangement of resettlement, especially cases of auxiliary households with specific circumstances.
According to the Project Management Board for Construction Investment Area 1 of Hue City, phase 1 of the project has a scope of implementation in 11 areas, with a total area of about 25.5ha, with 2,233 households to be relocated.

To date, functional agencies have approved compensation, support and resettlement plans reaching a rate of over 99%. The total value approved reached about 1,902 billion VND out of a total capital of 1,905 billion VND. However, according to statistics by the end of April 2026, only about 1,756 households handed over land, reaching a rate of 78.6%; nearly 500 households have not yet handed over.
Despite many difficulties, local functional agencies are still continuing to review each dossier, coordinating with departments and branches to remove obstacles with the spirit of ensuring legitimate rights for people, and at the same time meeting the progress requirements of the project to preserve and promote the value of Hue Citadel heritage.
Need to ensure the rights of the people
Recorded by Lao Dong Newspaper reporters in the Xa Tac altar area, besides the houses that have been dismantled, many other houses are still inhabited by people. The unsynchronized clearance has made some areas become messy, with vacant land interspersed with houses and construction waste scattered, affecting the aesthetics of the relic area.

Ms. Nguyen Thi Be (67 years old, living in Xa Tac collective area) said that she completely agreed with the policy of relocation to serve relic conservation work. However, what worries her is that after receiving compensation and paying land use fees at the resettlement area, the remaining funds are not enough to build a new stable house.
We really hope the project will be completed soon, but we also hope that functional agencies will consider more difficult cases so that people have conditions to stabilize their lives in new places of residence" - Ms. Be said.

Similarly, Ms. Le Thi Minh Hai (64 years old) said that her family of many generations lives together, while the cost of building a new house is a heavy burden after completing the expenses related to resettlement land.
According to Ms. Hai, the family does not object to the relocation policy but only hopes that functional agencies will consider the actual conditions of each household to have appropriate support plans to help people feel secure in moving to a new place.
According to the Project Management Board for Construction Investment Area 1 of Hue City, in the coming time, functional units will continue to strengthen propaganda and mobilize the remaining households to comply with the relocation policy, and at the same time complete dossiers to implement coercion for cases that meet the conditions according to regulations but still do not hand over land.
