On May 14, Dak Lak Provincial People's Committee said that the Provincial People's Committee has issued Decision No. 1368/QD-UBND on recovering land of Thang Loi Coffee Joint Stock Company (abbreviated as the company) in Ea Knuec commune and Tan An ward to hand over to local authorities for management according to legal regulations.
According to the decision, the total area of land to be recovered is equivalent to more than 525ha belonging to Ea Knuec commune and Tan An ward.
The above land of the company is forced to be recovered according to the conclusion of the Dak Lak Provincial Inspectorate in 2025.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the People's Committees of 2 communes and relevant units to organize land recovery and handover on the ground. At the same time, update the land database and adjust cadastral records according to regulations.
In particular, the province requests to review the entire current status of land use according to each specific object, clarifying the location, boundaries, area and origin of land use. In which, focus on inspecting cases of land contracted, leased, lent, joint ventured, linked, investment cooperation by enterprises or allowing encroachment and disputes to occur.
Functional agencies are also assigned to compare the company's management records, locally stored records and documents provided by land users to develop land use plans and submit them to competent authorities for consideration and approval.
Within 10 days from the date of issuance of the land recovery decision, the Department of Agriculture and Environment must advise the Provincial People's Committee to establish a Property Valuation Council attached to land to determine the compensation value for people whose land is recovered (if any).
For the company, the Provincial People's Committee requests close coordination with functional agencies in the process of land recovery and handover. At the same time, fully hand over dossiers and documents on land management and use to localities and definitively handle cases of joint ventures, associations, and investment cooperation on recovered areas (if any).
As Lao Dong newspaper has reported, in June 2025, Dak Lak Provincial People's Committee organized a dialogue with representatives of contracted households at Thang Loi Coffee Joint Stock Company.
The content of the dialogue focused on the problems and prolonged issues at the company, including the proposal to recover hundreds of hectares of linked land for coffee cultivation, assigning it to local management; the proposal to transfer the entire inspection file at the company to the Police agency to investigate and clarify violations of related individuals and organizations; the proposal to revoke the business registration license issued to the company...

Functional agencies have a legal basis to determine the value of contracted coffee gardens to determine the value of the enterprise, including the contracted garden area and the equitization process of the company.
