However, after more than 2 decades, many households have not been granted land use rights certificates. Some households were granted land use rights certificates but had them revoked for unknown reasons.
After receiving information about the incident, Dak Glong District People's Committee provided feedback to the people. According to Dak Glong District People's Committee, the above households are all part of the Ha Tay New Economic Zone migration project in the administrative boundaries of Quang Son commune, Dak Glong district.
The project was implemented according to the State's policy since 2002. Based on the working minutes between Company 53 (belonging to Truong Son Construction Corporation in Quang Son commune) and the local government (Dak District People's Committee) Old Farm), on May 6, 2003, the People's Committee of Dak Lak province issued a decision allowing Company 53 to change the use purpose of forestry land to agricultural land and residential land to implement the Quang Son Economic - Defense project, Dak Nong district.
According to the policy, each household is allocated 400m² of residential land and 1ha of production land.
Error from previous era
By 2013, Dak Glong District People's Committee issued certificates of land use rights, ownership of houses and other assets attached to land to households in the above project.
However, based on the provisions of law, the issuance of land use rights certificates at that time did not meet regulations. The reason is that the land belonging to Company 53 has not been returned to the locality for management and use.
Therefore, on December 6, 2021, Dak Glong District People's Committee issued a decision to revoke 102 certificates of land use rights, ownership of houses and other assets attached to land.
On October 11, 2021, the People's Committee of Dak Nong province issued a decision to recover more than 9 million m² of land from 15 Coffee Company Limited (first phase of recovery) and hand it over to the People's Committee of Dak Glong district to manage and arrange for use.
On that basis, the People's Committee of Dak Glong district has directed functional units to review all relevant documents to issue certificates of land use rights and ownership of assets attached to land. ensure the rights of the people.
