Removing obstacles to site clearance
The project to renovate and upgrade provincial road 391, section K24+600-Km29+325 is invested by the Tay Hai Phong Construction Investment Project Management Board. The project has a total investment of more than 274 billion VND, of which the construction cost is about 157 billion VND and the site clearance cost is more than 82 billion VND.
The total length of the route is about 4.53 km, the scale of a level III plain road with 4 lanes. A1 high-rise asphalt concrete road surface. The section through Nguyen Giap commune is 925 m long, with a reclaimed area of about 4.2 hectares.
According to the investor's report, site clearance is being urgently implemented. All 70 households affected by agricultural land has been approved and paid, with a total recovered length of 625 m; paid 9/9 graves with an amount of nearly 305 million VND. The households have committed to relocating in November 2025. Regarding residential land, the project involves 49 households, of which about 10 households are subject to resettlement, expected to implement a resettlement area in An Quy village.
Regarding disbursement, as of November 15, the project has disbursed VND 18.4 billion, reaching 32% of the plan. The Project Management Board plans to disburse an additional VND5 billion in November and about VND18.5 billion in December, aiming to complete the disbursement target in 2025.
During a field inspection of the project through Nguyen Giap commune, Vice Chairman of the City People's Committee Tran Van Quan suggested that the locality continue to remove difficulties in site clearance. In particular, proactively negotiate compensation plans with some remaining households, coordinate with departments and branches to complete legal procedures, adjust the design; review and propose solutions to speed up progress so that the project can be completed and put into operation soon, effectively serving the socio-economic development tasks of the locality and the city.

Speed up the progress of 6 key projects
Along with the project to renovate and upgrade provincial road 391, section K24+600-Km29+325, the Tu Ky Investment and Construction Project Management Board is implementing 6 key projects, most of the construction items are closely following the schedule and ensuring technical requirements. In particular, the project to build a culvert to replace Khau II culvert (Trieu Giao culvert) has completed the culvert body and is constructing a wastewater tank. The project to repair and restore the right Thai Binh dike from K50+809 to K52+261 has completed the construction of the retaining walls, the road edge and basically completed the roof clearance and embankment of the entire route. The project to repair the left bank of Cai canal, the section passing through Lac Phuong commune, has completed the filling of the ground, is being rolled, and the roof is being patched to prepare for the application of crushed stone.
The project to renovate and upgrade the infrastructure of the organic rice production area combined with the exploitation of crab and fish ruoi in An Thanh and Quang Trung communes is entering the completion stage of the inland culverts. In Quang Khai commune, the aquaculture infrastructure project has completed pouring concrete for 2 main roads and is constructing auxiliary items. The project to renovate and upgrade the 191Q district road passing through Quang Trung, Tien Dong and Nguyen Giap has implemented the excavation of the foundation, filling K95 - K98, spreading crushed stone and installing sewers according to plan.
Along with the construction progress, the disbursement of investment capital is 163.713 billion VND, reaching 82% of the assigned plan. Some projects with high disbursement rates such as upgrading district roads in 191Q reached more than 27.5/30 billion VND and organic rice production infrastructure projects reached 16.67/24.5 billion VND.
The leaders of the City People's Committee requested localities to be more determined in site clearance, follow the commitments, hand over the site to the construction unit and strive to disburse and exceed the plan.
