Many times "missed" the finish line
The Dai Thang Axis Road Construction Investment Project (from Pham Van Dong Street to the road connecting to the resettlement area, 25m cross-section of the road), Hoa Nghia Ward, Duong Kinh District (old), now Duong Kinh Ward, Hai Phong City, was started on August 14, 2023.
The route is about 600m long and is invested by the Duong Kinh Project Management Board. The project includes construction items such as foundation, road surface, rainwater drainage system, wastewater, lighting and synchronous urban technical infrastructure.

According to the plan, the project will be completed in 2024. However, due to land clearance problems, the project could not be completed on schedule. Faced with this reality, at the 19th session on October 4, the 16th term of Hai Phong City People's Council, term 2021 - 2026, passed a resolution on adjusting the investment policy for the Dai Thang axis road construction investment project.
Accordingly, the project's total investment was increased from nearly 116 billion VND to more than 126.7 billion VND (an increase of more than 10.8 billion VND), of which the city budget was more than 111.7 billion VND, the old Duong Kinh district budget was more than 15 billion VND. The project implementation period was adjusted from 2022 - 2024 to 2022 - 2025.
Only 54% of construction progress has been achieved
According to information from the People's Committee of Duong Kinh Ward, the ward has recently completed the recovery of the entire land area serving the project (about 1.6 hectares, including land of 106 households and public land managed by the ward). The last households, Ms. Do Thi D and Mr. Nguyen Van Nh, handed over the site to the Ward People's Committee on October 24, 2025.
Regarding the construction progress, by November 12, the project's construction volume had only reached about 54% of the contract value. Many items have been completed such as the D 1000 drainage system, box culverts across the Hoa Nghia salinity barrier canal reaching 95% of the volume, spreading the C19 asphalt concrete layer on some sections of the route, paving sidewalks and building tree planting beds.

Recently, at the project progress inspection, the leaders of Duong Kinh ward requested relevant parties to urgently deploy the remaining items, ensuring quality and progress, and soon complete the project to put it into use, serving the travel needs and urban infrastructure development of the locality.
Ms. Luong Thi H, a resident living on Dai Thang Street, said that the road has been under construction for 2 years but is still in disarray, and the lives of the people have been greatly affected. "People hope the road will be completed quickly before Tet, both serving traffic and reducing pollution and dust like in the past" - Ms. H shared.
