The draft revised Land Law is expected to be submitted to the National Assembly for consideration at the second session (October 2026). This draft law is also being finalized by the Ministry of Agriculture and Environment.
Chapter 5 of the draft law stipulates cases and grounds for land acquisition for national defense, security, socio-economic development for national and public interests; implementing land acquisition for national defense and security purposes; socio-economic development for national and public interests.
The draft law clearly states that compared to the 2024 Land Law, the cases of land recovery for national defense, security, socio-economic development for national and public interests that have been stipulated in the Land Law remain unchanged.
At the same time, legalize 1 case where the State recovers land for national defense and security purposes, and 3 cases where the State recovers land for socio-economic development for national and public interests in Resolution No. 254/2025/QH15 of the National Assembly.
Along with that, the draft law also adds cases of land recovery for national defense and security purposes to make temporary parking lots for violating vehicles, accidents, driving test and driver's license centers, and guesthouses to meet national defense and security tasks.

For cases where the State recovers land for socio-economic development for national and public interests. The drafting agency has reviewed, amended, and supplemented a number of land recovery cases to be consistent with specialized and field law:
Land acquisition for public projects such as: innovation facilities, startup support, nature conservation, dyke works, dyke protection corridors that must be acquired,..., to meet development requirements and be consistent with specialized laws;
Land acquisition to implement the International Treaty to which the Socialist Republic of Vietnam is a member;
Land acquisition for economic development projects such as: construction of logistics centers serving seaports, airports, inland waterway ports with land use scale over 50ha, agricultural - forestry - fishery production and processing projects.
