Expressing his opinion at the discussion session, delegate Nguyen Manh Hung (National Assembly Delegation of Can Tho City) said that we are still struggling to get a healthy real estate market and develop it according to its needs.
According to delegate Hung, the Government and the National Assembly have made great efforts. A series of legal regulations such as the Law on Real Estate Business, the Land Law, the Housing Law... and decrees and circulars have also been issued.
In particular, the National Assembly has a separate top-level supervision topic on real estate market management and social housing... but the results have not been as expected.
This delegate cited that according to statistics, the average income of a current worker is about 8.2 million VND/month, or about 100 million VND/year. Meanwhile, the price of a 2-bedroom mid-range apartment in Hanoi or Ho Chi Minh City is about 5 billion VND.
Thus, if the employee has an income of double the above average (ie about 16 million VND/month), it will take 25 years without spending enough money to pay the principal for the above apartment.
From the above analysis, this delegate suggested that there should be more drastic solutions, clearer roadmaps and results to help the real estate market operate healthily and people have access to housing, especially in urban areas and big cities to ensure the requirements of social security.

According to delegate Hung, there are many solutions, including one such as a tax policy for real estate. This solution can be applied early and has been proposed for many years but has not been implemented.
This delegate gave an example of taxing abandoned houses or taxing real estate transactions for quick sales, or taxing second houses onwards.
Regarding this issue, at the group discussion session on assessing the socio-economic development plan for 2025, delegate Nguyen Lam Thanh - Vice Chairman of the National Assembly's Ethnic Council - said that the real estate market is almost "uncontrollable" despite many regulations issued in the Laws: Housing, Credit Institutions (amended), Real Estate Business.
Delegate Nguyen Lam Thanh said that high real estate prices, especially in the apartment segment, create instability for society. This causes difficulties in accessing housing for low- and middle-income people.
"Citizens cannot buy houses at a very high rate of real estate growth" - delegate Thanh said and suggested that the Government review regulations and take strong measures to control the real estate market.
