Ms. Hoang Kieu Anh and her husband are one of the first households to receive a house handover at the Dai Thang social housing project in Dong Tien ward (Pho Yen city, Thai Nguyen). After many years of saving, Ms. Anh's family's dream of owning a private house has come true.
"Currently, the couple's income is more than 20 million/month, raising young children and many expenses, so for nearly ten years the whole family has had to rent a room. Thanks to the reasonable housing price of this project, we decided to borrow more to have our own shelter," Ms. Kieu Anh shared.
The project is located in an urban area of 11 hectares, of which the land fund for social housing development is nearly 1 hectare with 34 townhouses built with 2 floors, an 18-storey apartment building with 361 apartments, each apartment is from 26.7m2 to 70m2, arranged with 1 to 3 rooms.
With a total investment of more than 700 billion VND, Dai Thang social housing area will be completed by the end of 2025, meeting the housing needs of 800 low-income people and workers in industrial parks in the area.
Currently, the whole Thai Nguyen province has over 100,000 workers working in industrial parks and clusters. Of which, 60% are from outside the province and are still in company dormitories or boarding houses, with a huge demand for housing.
This is just one of the few social housing projects in Thai Nguyen that are being implemented. This locality aims to complete 8,800 social housing units in the 2021 - 2025 period, so far only 4 projects have been implemented.
According to the reporter's research, out of dozens of residential areas and urban areas in Thai Nguyen that have been completed, there is 20% of the land fund for building social housing according to regulations. But in reality, very few social housing units are built in these residential areas and urban areas.
20% of land in residential areas and urban areas is abandoned, and the part has not been invested in infrastructure. In many places, commercial housing has been bought, sold, transferred and built for a long time, but the land for social housing has not been cleared.

The investor of a social housing project in Thai Nguyen said that although there is land fund, businesses are almost not interested in implementing social housing because of low profits while the procedures and project preparation time are too many.
"With a 10% interest rate, it can be considered low, even businesses are suffering losses, having to take the interest from commercial housing to compensate. Meanwhile, the time for the procedures takes 4 - 5 years, the construction takes nearly 2 years," he explained.
On May 29, 2025, the National Assembly issued Resolution No. 201/2025/QH15 on a number of specific mechanisms and policies for the development of social housing with many breakthrough mechanisms and policies such as establishing a National Housing Fund, expanding the subjects of enterprises, state agencies, political organizations, and socio-political organizations to rent social housing.
Many contents of the Resolution have cut and reformed administrative procedures in the development of social housing such as assigning investors not to go through bidding, not requiring the establishment of detailed planning tasks, eliminating procedures for appraisal of basic designs, appraisal prices, exemption of construction permits, and implementation of integration of some administrative procedures.
According to the Ministry of Construction, breakthroughs in mechanisms and policies of Resolution 201 will help reduce at least 350 days for businesses when implementing social housing projects.
Currently, localities have planned 1,309 locations, with a scale of 9,737 hectares of land for social housing. The country has 679 social housing projects implemented with a scale of 623,051 units with 108 completed projects, with a scale of 73,075 units.
In the first 5 months of 2025, 22,649 apartments were completed, with 21 more projects starting construction with a scale of 20,428 apartments.
