On January 17, Dong Nai Provincial People's Committee just issued a decision to allocate 1,068,493.7 m2 of land in Xuan Loc commune, Dong Nai province to Chua Chan Mountain Cable Car Service Co., Ltd. (the unit that won the auction and was recognized by the Chairman of the Provincial People's Committee in Decision No. 2829/QD-UBND dated November 21, 2025) to implement the Chua Chan Mountain Ecotourism, Resort, and Entertainment Project.
For the auctioned area of 925,222.4 m2, the state leases land with one-time payment for the entire lease term through auction of land use rights with the purpose of use being commercial service land, land lease term of 50 years from the date the competent State agency allocates land, leases land to implement the project.
For the unauctioned area of 143,271.3 m2 of land belonging to the traffic land plan, the state allocates land without land use fees for the winning bidder to invest in the foreign traffic route according to regulations (the winning bidder for land use rights bears all investment costs for this work). After completing technical infrastructure construction, the winning bidder is responsible for handing it over to the locality for management.
Previously, Dong Nai Provincial People's Committee auctioned the land use rights of the Chua Chan mountain eco-tourism, resort, and entertainment project land area, Xuan Loc commune, Dong Nai province. The total land area is 1,068,493.7 m2. Of which, the auctioned area is 925,222.4 m2 of commercial and service land; The non-auctioned area is 143,271.3 m2 belonging to the traffic land plan. The starting price for auctioning land use rights is 2,678,691,884,000 VND.
According to the approved zoning plan for construction at a scale of 1/2,000 functional areas, the area on Chua Chan mountain peak, Xuan Loc commune, Dong Nai province has an area scale of 250 ha.
The functions of the area include: Ecotourism, cultural and spiritual tourism, resort tourism and supporting tourism services.
It is forecast that the scale of visitors by 2030 will be about 800 - 1,000 people/day (regular days); about 9,000 to 10,000 people/day (peak days); about 3,000 people/day (average days).
The combined construction density of the tourist area is no more than 25%, the maximum height is no more than 9 floors, and the number of basements is from 3-5 floors.
