On July 28, the People's Committee of Dong Nai province issued a decision approving the auction plan for land use rights for the Chua Chan Mountain Eco-tourism, Resort and Entertainment Project, Xuan Loc commune, Dong Nai province, along with plan No. 09/PA-TTTPQD dated July 16, 2025 of the Provincial Land Fund Development Center.
According to plan No. 09, the land for the project is located in Xuan Loc commune, Dong Nai province.
The total area of the land is 1,068,493.7 m2. Of which, the auctioned area is 925,222.4 m2 of commercial service land (TMD), the non-auctioned area is 143,271.3 m2 under the traffic land planning (DGT).
For the auction area, the State leases land with one-time payment during the entire lease term in the form of auctioning land use rights for 50 years from the date the People's Committee of Dong Nai province issues the land lease decision.
The auction will be held about 3 months after the People's Committee of Dong Nai province issued the decision to auction the land plot.
Regarding the conditions for participating in the auction, there must be documents proving that the capital is under their ownership to implement the project is not less than 15% of the total investment capital of the project.
The total investment capital of the project includes the starting price of the auction and the expected total construction investment. In particular, the starting price for the auction will be approved by the Chairman of the Dong Nai Provincial People's Committee; the total estimated construction investment is 16,172.2 billion VND.
The project will be implemented within 7 years from the time of approval of the auction results.
In particular, in the first year, complete legal procedures on investment, land, forestry, financial obligations and other related procedures to be handed over the site, complete legal procedures and deploy investment in the construction of foreign traffic routes, cable car routes...
In the first 3 years, invest in the construction of technical infrastructure for the entire area and part of the items and components of the construction investment project (commercial projects, resort villas, tourism, entertainment, hotel accommodation, cable car projects, mountain trains, green trees, parking lots and internal traffic routes, etc.).
Chua Chan Mountain (also known as Gia Lao Mountain, in Xuan Loc Commune, Dong Nai Province) is 837m above sea level and about 100km from Ho Chi Minh City. This is considered the "rooftop" of Dong Nai province and the second highest mountain in the Southeast (after Ba Den mountain, Tay Ninh province). In 2012, Chua Chan Mountain was ranked as a national scenic relic.
