In 2017, the Thien But Park and Thien Tan Ecological Urban Area Project was advised and proposed by the Department of Construction to the People's Committee of Quang Ngai province to approve the feasibility study report and the results of contractor selection for investment in the form of BT (build - transfer). However, after that, the BT form was stopped from being implemented, making the project unable to continue to be implemented.
In May 2021, Quang Ngai Provincial People's Committee canceled the investment policy for the BT project and switched to implementing it with state budget funds. However, after nearly 10 years, the project is still on paper.
Slow project implementation leads to many consequences. The planned area for project implementation is currently in a state of desolation and shabbiness, affecting urban aesthetics.
According to Mr. Pham Viet Ha - Deputy Director of the Department of Construction, Thien But Park Project is invested by the Project Management Board for Civil and Industrial Construction Investment of Quang Ngai province.
The goal of the project is to gradually complete the infrastructure according to the approved plan, reduce environmental pollution, create aesthetics for the central area of Quang Ngai City (old) in a green, clean, and beautiful direction, contributing to promoting socio-economic development of the locality. The total investment of the project is 800 billion VND.
The total surveyed and inventoried area is currently about 36.5 hectares.
Relevant units are completing procedures to submit to competent authorities to issue land acquisition notices to serve the project implementation.
At the same time, the investor has focused on inspecting and reviewing legal documents, completing the project investment feasibility study report. The dossier has been appraised by the Department of Construction and submitted to the Provincial People's Committee for consideration and decision approval in Official Dispatch No. 4246/SXD-HDXD dated June 10, 2026.
