On March 28, Hoa Lac Commune People's Committee (Hanoi) organized a dialogue conference with households in village 7 (village 6, former Yen Binh commune) related to the regime and policies of compensation, support for site clearance, resettlement, and temporary residence for the project to invest in the construction of the Thang Long Avenue expressway section connecting National Highway 21 to the Hanoi - Hoa Binh expressway in the commune.
Over the past time, the entire political system of Hoa Lac commune has drastically intervened, led and directed the synchronous implementation of many solutions, focusing on doing well in propaganda, mobilization, dialogue, creating high consensus among the people, especially households whose land is recovered for project implementation, contributing to ensuring the completion of site clearance work according to the City's direction.
The Hoa Lac Commune Investment - Infrastructure Project Management Board has prepared and publicly announced a detailed draft plan on compensation, support, site clearance and resettlement when the State recovers land.

At the dialogue conference, the concerns, obstacles, and thoughts and aspirations of each household were exchanged, analyzed, explained, and clarified by Vice Chairman of Hoa Lac Commune People's Committee Trinh Thi Hai and leaders and experts of the Economic Department, Investment and Infrastructure Project Management Board of the commune.
Speaking at the conclusion of the conference, Ms. Trinh Thi Hai - Vice Chairwoman of Hoa Lac Commune People's Committee emphasized that the investment project to build the Thang Long Avenue expressway section connecting National Highway 21 to the Hanoi - Hoa Binh expressway is an important traffic project of the Capital, of special significance for the socio-economic development of the western Hanoi area in general and Hoa Lac commune in particular.
Ms. Trinh Thi Hai acknowledged and thanked the consensus and support of households whose land was recovered to implement the project, in which many households voluntarily handed over the land before approving the compensation, support, and resettlement plan.
The Vice Chairman of Hoa Lac Commune People's Committee requested that, after the conference, households in village 7 continue to share and accompany the local government so that the project can be implemented to ensure progress according to the City's direction.
The Commune People's Committee is committed to ensuring the legitimate rights of households and individuals whose land is recovered, focusing on promptly resolving the legitimate petitions of the People based on legal regulations," Ms. Trinh Thi Hai affirmed.
In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The starting point connects to the urban intersection between Thang Long Avenue expressway and National Highway 21; the ending point connects to the Hoa Lac - Hoa Binh expressway.
The total length of the route is about 6.7km, the cross-section is 120-180m, belonging to Hoa Lac and Yen Xuan communes.
The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
