On February 28, Hoa Lac Commune People's Committee (Hanoi) said that the unit had organized a conference to hand over the site on the ground for the implementation of the Project to invest in the construction of the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway to the Hanoi Civil Works Construction Investment Project Management Board (the investor) and contractor units.
Previously, on February 24, Mr. Nguyen Trong Dong - Member of the Party Central Committee, Standing Deputy Secretary of the Hanoi Party Committee - together with Mr. Truong Viet Dung - Vice Chairman of the City People's Committee and representatives of departments and branches inspected the field and drastically directed the acceleration of site clearance progress, ensuring completion according to plan.
According to the report, the total recovered area for the project in Hoa Lac commune is 605,564.1m2/688 plots (60.55ha). To date, the locality has handed over 563,734.0m2/678 plots, reaching 93.1% of the recovered area. The unhanded over area is 41,830.1m2/10 plots (6.9%).
Among the unhanded over areas, the land of the Artillery - Missile Command (K5 Fuel Storage) is 38,465.1m2/2 plots, accounting for 91.9%; the remaining 3,365.0m2/8 plots are residential land of households accounting for 8.1%. Households agreed with the policy of implementing the project, and voluntarily dismantled auxiliary works such as canopies, awnings, yards and temporary works.
On the ground, the parties have handed over; clearly defined boundaries, landmarks and construction scope. The bidding packages have basically received clean ground to organize construction deployment.
For the remaining locations, the Commune People's Committee continues to coordinate with functional agencies to complete dossiers for resolution, propaganda, mobilization, and removal of obstacles, striving to hand over 100% of clean ground for project construction to ensure progress.
Mr. Dao Xuan Ban - Chairman of Hoa Lac Commune People's Committee - requested the Project Management Board, contractors and specialized departments to strengthen coordination, focus on immediately handling arising problems; and at the same time ensure traffic safety, labor safety, and environmental sanitation during construction, implementing the principle of "construction to where, neat to there".
Immediately after receiving the site, the construction units are responsible for organizing barriers, planting markers, and protecting the original state of the handed over area, preventing re-encroachment or violations, ensuring safe and continuous construction conditions.
The handover of over 93% of the land area is an important result, creating conditions to accelerate the construction progress, soon complete the strategic connection route to the west of the Capital, contributing to promoting local socio-economic development.
In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The project has a length of about 6.7km, a cross-section of 120-180m through Hoa Lac and Yen Xuan communes. The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Works Construction Investment Project Management Board.
