Acting Minister of Education and Training Hoang Minh Son has issued a document responding to voters regarding the abolition of the secondary school graduation certificate; authority to transfer teachers.
Acting Minister of Education and Training Hoang Minh Son said that the abolition of the secondary school graduation certificate, replacing it with a program completion confirmation performed by the principal, has been stipulated in the amended Education Law. This policy aims to be consistent with the universal nature of secondary school, reduce administrative procedures and create favorable conditions for articulated learning.
Before voters' concerns about legal value, the Ministry of Education and Training said it will continue to improve regulations in a strict and synchronous direction on authority, form of confirmation, management and storage of records. According to the 2026 enrollment regulations of the Ministry of Education and Training, candidates can register a maximum of 15 aspirations, but pedagogical majors are only considered if they are in the first 5 aspirations. If placed from the 6th aspiration or lower, even high scores are not considered, so candidates must clearly determine the level of priority when choosing this major.

In addition, the Ministry of Education and Training continues to tighten the input quality assurance threshold for the Pedagogy major. Candidates must have 12th grade academic ability from excellent (or quite good for some specialized majors) and achieve the minimum score according to regulations.
