According to records on April 20, the Da Phuoc International Urban Area and The Sunrise Bay Project along Nguyen Tat Thanh street are still stopping all construction activities. At the construction site, a series of townhouses and villas are in a state of unfinished rough construction. The foundation pile system and steel frame have rusted after many years without workers working. This project is stalled due to criminal judgments related to Phan Van Anh Vu and violations in land allocation and land price determination in the past.
Faced with the current situation of this project, in January, the Ministry of Finance sent a document to the Da Nang City People's Committee on the development of a draft decree stipulating mechanisms and policies for the sea encroachment urban area project. The Prime Minister assigned the Ministry of Finance to preside over advising and submitting this document to the Government for promulgation as a legal basis. The decree is expected to detail planning, investment, finance, taxes and administrative procedures for sea encroachment activities.
According to the dossier, the city is studying a sea encroachment project in Da Nang Bay with a scale of about 1,500ha along the Nguyen Tat Thanh route. The orientation of the project is to form a multi-functional urban area including a free trade area, a financial center and tourism services. Sea encroachment technology is expected to create an additional 48km of new coastline.
Regarding the progress of handling obstacles at the Da Phuoc project, Mr. Vo Tan Ha - Deputy Director of Da Nang City Department of Construction - informed that this project has a total scale of 181ha, and is currently being reviewed along with the 7B expansion project and the Hera Complex Riverside project. Mr. Ha said that in terms of procedures, these projects basically have investment policies and detailed planning approvals, but implementation in reality is facing major barriers regarding land handover.
Regarding the allocated land area, Mr. Vo Tan Ha stated clearly: "Up to now, the Da Phuoc Urban Area project has only completed the first land allocation phase with an area of 57.72ha out of a total of 181ha. The investor has not yet been accepted for completion of technical infrastructure works on this allocated land area".
Thus, the remaining more than 120ha of the project cannot carry out the next steps because it has not completed the obligation to hand over land from the State agency and fulfilled financial obligations from the enterprise.
The main reason for the delay is identified as being the compensation and site clearance stages. Representatives of the Department of Construction affirmed that the progress of the Da Phuoc project as well as neighboring projects depends on completing the procedures for handing over land to investors. Mr. Ha said: "After reviewing the projects, the construction industry is coordinating to solve problems, but mainly focusing on the compensation and site clearance stages. Only when this stage is completed will there be a basis for land handover and construction deployment".
Currently, the Department of Construction is advising the City People's Committee to re-evaluate the entire planning space according to the approved general planning task. The development of a decree on the sea encroachment mechanism will be the basis for the city to decide on specific handling plans for the 181ha area at the Da Phuoc project. The city's goal is to completely resolve administrative obstacles to hand over clean land to investors, and at the same time require businesses to complete technical infrastructure in accordance with commitments to soon put the project into use.
