According to the document issued in August 2025, the Department of Construction said that the joint venture of Cam Ranh Investment Joint Stock Company, Vinhomes Joint Stock Company and Vines Energy Solutions Joint Stock Company is the investor to implement the Cam Ranh Bay Urban Area project.
This project has a total investment of more than VND 85,293 billion (excluding compensation and resettlement support costs). Of which, the investor's contributed capital is VND 12,943 billion, the mobilized capital is more than VND 73,347 billion.
In this period alone, investors are allowed to mobilize VND 16,500 billion through capital contribution, investment cooperation, and business cooperation, based on Article 114 of the Housing Law 2023.
The project is implemented in many wards and communes of Cam Ranh city (before merging administrative boundaries) including: Cam Lap, Cam Thinh Dong, Ba Ngoi, Cam Linh, Cam Loi, Cam Thuan, Cam Phu, Cam Phuc Nam, Cam Phuc Bac, Cam Nghia.
The expected implementation progress is from the second quarter of 2023 to the first quarter of 2027.
The announcement of the Department of Construction affirmed that the capital mobilization will be carried out in accordance with legal regulations, associated with construction investment items within the scope of land area that the Khanh Hoa Provincial People's Committee has assigned and leased since May 2025.
The investor's responsibility is not to use mobilized capital for other projects or for other purposes. In case of misuse of mobilized capital or occupation of mobilized capital, the mobilized amount must be refunded in violation of regulations...
In March 2025, the Khanh Hoa Department of Construction announced that it was eligible to mobilize capital through investment cooperation and business cooperation for the Cam Ranh Bay Urban Area project with a mobilized capital of VND 14,767 billion.
This amount of VND 14,767 billion is to invest in the construction of works within the scope of the area in Decision No. 3435 on land allocation and lease at the end of 2024 of Khanh Hoa Provincial People's Committee.
Thus, up to this point, the Cam Ranh Bay Urban Area project has met the conditions to mobilize capital with a total amount of more than 30,000 billion VND.
