The Da Phuoc International Urban Area and The Sunrise Bay projects along Nguyen Tat Thanh street in the early days of March are still a deserted scene. After many years of stagnation due to judgments related to Phan Van Anh Vu, a series of villas and townhouses here are still under construction, rusty steel and concrete foundation pillars soaked in rainwater.
Although it is a golden land along the coast, the current construction pace is very weak, not showing signs of the revival of a large sea encroachment construction site that was once expected to be a symbol of the city.



Faced with this situation, in January, the Ministry of Finance issued a document requesting the Da Nang City People's Committee to coordinate in drafting a Decree on special mechanisms for the 1,500 ha scale sea encroachment project in Da Nang Bay.
From there, a super project worth 366,000 billion VND can be implemented, creating 48 km of new coastline along with the Free Trade Zone and the International Financial Center.
Similarly, according to Inspection Conclusion No. 726/KL-TTTP, the Nam Hoi An Resort project currently still has 485.81 ha of land area that cannot be handed over to investors due to "blockage" in site clearance phase 2.
The most difficult stage identified is serious errors in estimation and application of unit prices at Noi Rang, Duy Hai, and Son Vien resettlement areas.
These violations not only caused a loss of hundreds of billions of VND in the budget but also caused prolonged land use fee debts, creating a major barrier to the overall progress of the project.

At a meeting with the Standing Committee of the Da Nang City Party Committee on February 28, Prime Minister Pham Minh Chinh directed the city to drastically remove these "bottlenecks" according to Resolution 170 of the National Assembly.
The Prime Minister requested Da Nang to be self-reliant, self-strengthening, and use special mechanisms to definitively handle projects facing inspection and examination obstacles in order to achieve the growth target of over 11% in 2026.
Chairman of Da Nang City People's Committee Pham Duc An affirmed that the land reclamation of Da Nang Bay is a strategic policy to form a new development space and attract FDI capital, although there are still many different opinions about environmental impacts as well as land fund space after merging with Quang Nam.
