The high-speed railway project on the North-South axis section passing through Ninh Binh province has a length of about 86km. The project passes through 23 communes and wards with 3 station locations, including Phu Ly station located in Liem Tuyen ward, Nam Dinh station located in My Loc ward, Ninh Binh station located in Yen Thang ward and 3 maintenance station locations located in communes: Binh Son, Lien Minh and Yen Thang ward.
Talking to a reporter from Lao Dong Newspaper, Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee said that from September 2025, Ninh Binh province has completed the review and determination of the affected land area according to the boundaries provided by the Railway Project Management Board - Ministry of Construction and continues to review and standardize data.
According to the boundary scope of the railway safety corridor, it affects about 5,600 households with an area of about 631.7ha (of which residential land and pond garden land are about 54.2ha; agricultural land is about 422ha; forest land is about 32.9ha; other land is about 122.6ha).
According to the scope of protection boundaries, the project affects about 3,989 households with an area of about 406.8ha (of which residential land and pond garden land are about 34.3ha; agricultural land is about 261.1ha; forest land is about 23.9ha; other land is about 87.5ha).
It is estimated that the number of households subject to resettlement is 1,683 households, of which Ninh Binh province has arranged 31 resettlement locations, of which 3 resettlement locations are proposed to be arranged in residential areas and resettlement areas that are being implemented and 28 new resettlement locations are being built.
In October 2025, Ninh Binh province identified the number of power projects with voltage below 110kV that must be relocated and restored as 198 items, with a total estimated investment of about 383.437 billion VND.
According to the protection boundary of the project, the total estimated cost for site clearance is 9,496.044 billion VND and according to the boundary of the railway safety corridor is 13,198.803 billion VND.
Up to now, the Railway Project Management Board - Ministry of Construction has allocated capital to communes and wards of Ninh Binh province to implement infrastructure construction projects for resettlement areas with a total amount of 318.417 billion VND.
Currently, the Provincial People's Committee is focusing on leading and directing communes and wards to accelerate the progress of project implementation, ensuring the disbursement of all allocated capital" - Mr. Son said.
Also according to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, site clearance for the high-speed railway project, the section passing through the province, is facing some difficulties and obstacles.
Specifically, the current route of the project is passing through a number of religious works, historical relics, densely populated residential areas, companies, factories, and material mining mines, causing difficulties in implementing site clearance.
Ninh Binh province has made proposals and recommendations to the Ministry of Construction to consider and direct the Thang Long Project Management Board, consulting units and relevant agencies and units to review, study, work directly and agree with Ninh Binh province on the direction of the route and location of the station, maintenance station, and design solutions to ensure appropriateness, efficiency, and convenience for site clearance work. At the same time, soon hand over piles and site clearance markers in the field to localities to deploy site clearance work according to regulations, meeting the project's progress" - Mr. Son shared.
