The Ministry of Agriculture and Environment is seeking comments on the draft Circular regulating the list and periodic deadlines for changing positions in agencies, organizations, and units in the field of agriculture and environment.
Regulations apply to cadres and civil servants who do not hold leadership and management positions and public employees in agencies, organizations, and units directly involved in contacting and resolving work in areas within the management scope of the Agriculture and Environment sector.
The draft clearly states the principles for changing working positions. Accordingly, agencies, organizations, and units under their authority are responsible for periodically changing working positions for cadres and civil servants who do not hold leadership and management positions and public employees in their agencies, organizations, and units in order to prevent corruption. The rotation of cadres and civil servants holding leadership and management positions is carried out in accordance with regulations on cadre rotation.
According to the draft, the list of positions in the field of Agriculture and Environment that must be periodically converted includes: Issuance of certificates of land use rights, ownership of assets attached to land, land lease, land allocation; Issuance of permits for surveying, exploring, exploiting, and processing minerals; Issuance of permits for exploring, exploiting, and using water resources; Issuance, adjustment, re-issuance and revocation of environmental permits. Handling dossiers for land allocation, land lease, land recovery, land use purpose conversion, registration of land use rights, ownership of assets attached to land; Land limit allocation; management of the application of compensation, identification of land users who are eligible for compensation and support; level of compensation and support in site clearance; Handling of environmental violations. Management of animals on the list of precious and rare animals; Animal quarantine; Forest rangers; Control of veterinary drugs, pesticides, animal diseases, livestock, and poultry; Monitoring and managing the protection of natural resources.
The draft proposes that the periodic term for changing positions is from 2 years to 5 years. The time to calculate the term for changing positions is the time when they are assigned to work in that position by a competent authority according to the provisions of law.
