People who complete red book procedures will directly benefit from the 90-day campaign
From September 1 to November 30, 2025, Hanoi will launch the campaign "90 days of land data cleaning" - one of the key tasks to standardize, synchronize and connect land data with population data.
This is not only a technical step but also demonstrates the city's great political determination in the process of digital transformation, modernizing land management, building a smart urban government, serving the people better.
Mr. Nguyen Duc Tinh - Head of the Economic Department of Yen Lang Commune, Hanoi City said that the plan is implemented in 3 main groups of tasks. Member groups in 26 villages of Yen Lang commune reviewed and completed the existing database into three groups (meeting standards; needing to add; needing to build a new one).
The Economic Department coordinates with the Branch of the Land Registration Office, Me Linh Branch and the Commune Police to compare with the national database on population to authenticate land user information.
Next, the village groups collected copies of land use right certificates and personal documents of households. The data is scan, entered into a unified form, and saved in unedited PDF format.
The commune police are responsible for authenticating land user information through the population database and integrating it on the VNeID application.
After completion, the data is synchronized with the city and national databases, creating an interconnection to serve online public services, while ensuring information security and network security.

Mr. Nguyen Minh Tan - Deputy Director of the Hanoi Department of Agriculture and Environment affirmed that the 9-day campaign is an opportunity for the city to thoroughly resolve the situation of disjointed and inconsistent land data.
When data is clean, transparent and linked to population data, we will have a solid foundation for more effective management, serving people faster, minimizing disputes and complaints.
With a standardized land database and connections with other national data systems, Hanoi will have effective tools to plan development policies, attract investment and manage the real estate market more transparently.
At the same time, people will benefit directly when administrative procedures such as granting red books, transferring, mortgaging or inheriting take place more quickly, conveniently and transparently than before.
There are still some problems
The campaign to enrich and clean up the national land database within 90 days is being implemented, focusing on completing the existing land database, ensuring "correct - sufficient - clean - alive".
In particular, developing technical guidance documents and professional processes on collecting, updating, editing, and supplementing information on land databases and implementing local government at 2 levels. At the same time, review and classify land data that has been built up to now (about 49.7 million plots of land at 2,342/3,321 commune-level units).
Commenting on the difficulties that may arise when implementing this campaign, Mr. Mai Van Phan - Deputy Director of the Department of Land Management, Ministry of Agriculture and Environment said that right from the time of developing a detailed plan and through summarizing the experience of implementing the task of building a land database in the recent past, there are some difficulties and problems that may arise when implementing the campaign, as follows:
First: It is possible that it still appears in some places, especially some localities that are not resolute, focused, and do not consider this a key task that needs to be focused on and prioritized for implementation.
Therefore, to successfully implement this campaign, it requires all levels and sectors to consider this a particularly important political task, to be prioritized and paid attention to organizing and implementing.
Second: Human resources are organized and deployed at a number of levels, sectors, and localities, especially at the commune level, but there are limitations due to the large and complicated tasks that must be performed, the implementation time is within 90 days, the organizational apparatus of the local government administrative unit will be completed.
Third: It may appear that in some places, land users are not really interested and effectively participate in the work of providing and authenticating information to ensure the accuracy of information between the person using the land and the issued Certificate.
This requires the working group to have solutions for each specific case, as well as extensive communication work so that land users and home owners clearly understand the purpose and significance of building a land database.
