Nearly 1,000 households relocated from old apartment buildings
To implement the Investment Project for the construction of technical infrastructure to serve the Investment Project for the renovation of old apartment buildings in Dong Quoc Binh ward (old) phase 2, now Gia Vien ward, in the area, there are 1,225 households in 34 old apartment buildings subject to relocation. A representative of Gia Vien Ward People's Committee informed that by December 8, 998/1,225 households had been relocated from old apartment buildings, handed over the land to implement the project; 227 households had not relocated.
Following the direction of the City People's Committee, the Gia Vien Ward People's Committee issued Decision No. 1674/QD-UBND dated November 19, 2025 on compulsory relocation for 124 households, mainly households that have been arranged new housing. After December 3, 2025, if households still do not comply with the relocation decision, the Ward People's Committee will issue a decision on enforcement and organize enforcement according to the provisions of law.
By the end of the above deadline, there are still 48 households that have not been relocated, mainly households in blocks D4, D6, D8. The area is near the traditional market, so households are camping to do business and trade. The ward's working groups are continuing to mobilize households to urgently relocate. At the same time, prepare to enforce relocation in accordance with regulations for households that do not comply.

Start demolition of old apartment buildings
According to the representative of Gia Vien ward, in addition to mobilizing people to relocate, since the end of November, the ward has also demolished apartment buildings where people had handed over all their apartments. Up to now, the demolition of apartment building D41 has been completed, and other areas are demolishing areas where people have handed over the site. However, there are still some households interspersed with apartment buildings that have not been relocated, affecting the demolition and site clearance of the project. The ward will also complete procedures related to enforcement, then continue to demolish.
Recently, the leaders of the Gia Vien Ward Party Committee inspected the project's site clearance work. The Standing Committee of the Ward Party Committee requested the Ward People's Committee to continue to closely coordinate with relevant units to speed up the progress of arranging new housing for households. Along with that, dialogue, listen and promptly resolve the people's legitimate recommendations, mobilize the remaining households to promptly relocate and hand over old apartments to serve site clearance, implement apartment renovation and reconstruction projects.
The investment project to build technical infrastructure to serve investment projects to renovate old Dong Quoc Binh apartments (phase 2) was approved by the City People's Committee in Decision No. 383/QD-UBND in 2023, with a total investment of more than 685.5 billion VND. The project is implemented to ensure the safety of people living in old apartment buildings in Dong Quoc Binh; at the same time, contributing to renovating and innovating the appearance of the city center towards civilization and modernity.
